The scheme “Reimbursement of Membership Fee in Government Promoted E-Commerce Portals” is operated by the Ministry of Micro, Small & Medium Enterprises (MoMSME), Government of India, as part of its National SC-ST Hub (NSSH) initiative. It was launched to support SC/ST owned Micro and Small Enterprises (MSEs) to participate in e-commerce platforms promoted by the Government. Under this scheme, eligible enterprises get their annual membership or subscription fee of such portals reimbursed. Key Features
- Reimbursement of annual membership/subscription fees: The scheme covers the cost that the enterprise pays to subscribe or maintain membership of certain e-commerce portals promoted by the Government. This removes a barrier for digital market access.
- Eligible portals include Government-promoted e-commerce portals: Examples are portals such as GeM (Government e-Marketplace), e‑Khadi, Tribes India, MSME Mart etc.
- Reimbursement rate of 80% or up to ₹25,000: This means that eligible enterprises can claim up to 80% of their paid membership fee, subject to a maximum reimbursement of ₹25,000 in a year, whichever is less. For example, if an enterprise pays ₹30,000 as membership fee (excluding taxes), reimbursement will be capped at ₹25,000 because that is the lesser amount.
- Applicable for both new membership and renewal: Whether the enterprise is joining the portal for the first time, or renewing its membership/subscription, the scheme supports both.
- Excludes taxes in calculation: The reimbursement is calculated on the membership/subscription fee excluding GST or other taxes. This ensures the reimbursement is on the base fee.

Who Can Apply
- Micro or Small Enterprises (MSEs) registered under Udyam (or equivalent) whose majority promoter is from Scheduled Caste (SC) or Scheduled Tribe (ST).
- The applicant must have paid membership/subscription/registration/upgrade fee to a government-promoted e-commerce portal
- The portal must be among the approved government-promoted e-commerce portals under NSSH.
Who Cannot Apply
- Enterprises not registered as MSEs.
- Enterprises wherein SC/ST ownership share is less than 51% if applicable.

- Payment receipt/invoice of the membership fee/subscription.
- Caste certificate of promoter (SC/ST)
- PAN Card of proprietor or company

- Shareholding details for partnership/private firm (SC/ST promoter’s share >51%)
