The Seed Money Scheme (SMS) is part of the District Industries Center (DIC) programme under Industrial Policy 1977. Maharashtra has around 34 such DICs. The Seed Money Scheme is meant to assist unemployed people set up industrial / service / business ventures by providing margin money or seed capital needed to avail institutional finance.

What is a Seed Money Scheme?

Financial Assistance Under the Seed Money Scheme

Seed Money Assistance 

The total cost of the business project that you propose under this scheme cannot exceed ₹ 25 lakh.

 

The govt provides 15% of the project cost (maximum up to Rs 3.75 lakhs)

The bank provides loan for 75% of the project cost 

The entrepreneur may also need to contribute a small margin (self-contribution) depending on the bank’s requirement.

Special Provision for SC/ST, NT/OBC, VT, Handicapped

 

For a project costing Rs 10 lakhs, Govt provides 20% of the project cost. 

 

The bank provides loan for 75% of the project cost 

The entrepreneur may also need to contribute a small margin (self-contribution) depending on the bank’s requirement.

Interest rate 

Interest Rate on seed money provided will be at 6% p.a and for timely repayment 3% p.a interest rate is rebated so effectively interest becomes 3%.

Penalty for interest rate of 1% in case of late repayment

Repayment 

There is a moratorium period of 3 years, meaning you don’t have to start repaying immediately.

 

After 3 years, the loan is repaid in 4 annual installments.

 

Eligibility for Seed Money Scheme

You are eligible if:

  • You are unemployed and aged between 18 and 50 years.
  • You have completed at least 8th standard education.
  • You are a resident of Maharashtra for at least 15 years.

You are not eligible if:

  • You have an employment source or existing business.
  • You do not meet residency or educational qualifications.

Documents Required for Seed Money Scheme

  • Identity proof like Aadhar Card or Voter ID.
  • Educational certificates (at least Standard VIII pass).
  • Proof of residence in Maharashtra.
  • Caste certificate

Application Process for Seed Money Scheme

You can apply:

  • Offline by submitting the application to the District Industries Centre, or authorised implementing agency.

Examples of Where the Seed Money Scheme Can Be Used

  • A textile startup in Pune borrows ₹20 lakh under SMS for which repayment starts after 3 years at 3% effective interest.
  • A digital marketing agency in Nagpur takes ₹5 lakh for which repayment begins 6 months after disbursement, with interest reducing to 3% for timely payments
  • A food processing unit in Satara borrows ₹15 lakh. Timely repayments cut the interest to 3%, and repayment starts after the 3-year moratorium.
