The Lean Manufacturing Competitiveness Scheme (LMCS) helps MSMEs reduce manufacturing costs and improve product quality through better space utilisation, personnel management, inventory control, and streamlined processes. Piloted in 100 mini-clusters, it makes lean techniques accessible and affordable, boosting MSMEs’ competitiveness in national and international markets.

What is the Lean Manufacturing Competitiveness Scheme?

  • A program to introduce MSMEs to methods like 5S, Kaizen, Just-in-Time, and other lean manufacturing techniques. 
  • These lean manufacturing techniques help MSMEs form clusters called Mini Clusters (about 10 units each) to pool resources.
  • The scheme employs Lean Manufacturing Consultants (LMCs) for hands-on guidance.

Financial Assistance Under the Lean Manufacturing Competitiveness Scheme

  • GOI will pay up to 80% of Lean manufacturing consultant (LMCs) fee for each Mini Cluster and 20% of LMC fee is to be paid by beneficiaries.
  • Lean manufacturing consultant (LMCs) will raise bills for services provided to SPV (Special Purpose Vehicle) or Mini Cluster (MC).
  • SPV or MC will pay the 1st instalment of 20% to LMC fee and will get reimbursed by NMIU (National Monitoring and Implementing Unit) and Govt will transfer funds to NMIU.
  • Lean manufacturing consultants (LMCs) will be implementing LM techniques in accordance with a pre-defined milestone schedule to be divided in 5 stages.
  • SPV or MC will pay LMC on a milestone basis in 5 tranches of 20% each after the achievement of 1st stage.

Eligibility for the MSME Lean Manufacturing Scheme

You are eligible if:

  • Your unit is registered as a Micro, Small, or Medium Enterprise per the MSME Act, 2006.
  • You form or join a Mini Cluster with around 10 MSME units.
  • You commit to implementing lean manufacturing techniques with guidance.

You are not eligible if:

  • You are an unregistered business or not in the manufacturing sector.
  • You do not wish to collaborate in a Mini Cluster or engage with consultants.
  • Your activities are unrelated to manufacturing competitiveness improvements.

Documents Required for Lean Manufacturing Scheme

  • Business registration and Udyam Certification.
  • Application form completed by Mini Cluster/SPV.
  • Memorandum of Understanding (MoU) between cluster members.
  • Project proposal and plan for lean manufacturing adoption.

Application Process for MSME Lean Manufacturing Scheme

You can apply:

  • Offline by submitting an application to the National Productivity Council (NPC).

  • Textile MSME Cluster in Surat was formed by a group of 20 small weaving units jointly adopting lean techniques, reducing fabric wastage by 25% and improving delivery timelines by 15%.
  • Auto Component Cluster in Pune was formed by 10 machining units implementing 5S & Kaizen practices, leading to 30% lower defect rates & cutting production costs significantly.
  • Food Processing Cluster in Kochi was formed by 15 spice-processing firms introducing lean layouts &  Just-in-Time practices, lowering inventory holding by 40% and speeding up exports
