Detailed Explanation

Mega/Anchor project incentives

Mega A&D units (with high FCI/employment) will get incentives under PSI at elevated level + eligibility period up to 8 years in category A/B areas, 10 years in other parts.

Example: An A&D unit in Zone “A” area with FCI of ₹250 crore and employment 500 qualifies as “Mega”. It may get basket incentives at higher % of FCI and/or longer tenure (8 years) compared to a standard unit.

Land at concessional rate

Land in MIDC areas for anchor A&D units: 75% of prevailing rate in A/B category areas; 50% of rate in other locations; up to max 100 acres.

Example: A unit chooses 50 acres in A/B area; prevailing rate ₹20 lakh/acre → pays ₹15 lakh/acre (75%) for allotment.

R&D/test facility support

Assistance up to 50% of project cost for R&D units, subject to max ₹10 crore; additional FSI for such units.

Example: An R&D/testing facility costing ₹15 crore may receive up to ₹7.5 crore as assistance under policy.

Marketing/trade fair assistance

MSMEs in A&D get reimbursement of 50% of rent/literature/display cost (capped at ₹3 lakh) for international trade fairs; industry associations get up to ₹10 lakh national / ₹25 lakh international.

Example: A cluster of 10 units participates in a Dubai A&D trade-fair, spends ₹5 lakh on rent/material; the cluster may get reimbursement of ₹2.5 lakh (50%) under policy.

CFC/venture fund support

Assistance of 15% of project cost (max ₹15 crore) for investors with minimum ₹100 crore FDI in A&D; assistance of ₹15 crore to SPV of 20+ MSMEs in A&D; MIDC allocates ₹300 crore fund for MSMEs in A&D manufacturing.

Example: 20 MSME units form SPV in A&D manufacturing; cost of CFC is ₹80 crore → help of up to ₹15 crore provided.

Regulatory/ease-of-business support

Exemptions for small assembly units (<100 employees, no effluent) from obtaining consent from Maharashtra Pollution Control Board (MPCB); self-certification and consolidated annual returns under select Acts.

Example: A small A&D assembly unit with 80 employees and no chemical effluent can self-certify instead of full MPCB consent, reducing lead time.
