- Must be located in Andhra Pradesh
- Must be a new or expansion project
- Must commence commercial production within policy period
- Must obtain Consent for Operation (CFO)

- Investment must meet MSME or project thresholds

- Non-food processing businesses
- Units not starting operations within policy timeline
