AP - Land Incentive For Tech Hubs (LIFT) Policy (4.0)
AP - Land Incentive for Tech Hubs (LIFT) Policy (4.0) 2024-29 is a Government of Andhra Pradesh policy implemented through the Information Technology, Electronics & Communications (ITE&C) Department, notified on 16 August 2025, and valid for a period of 5 years.
The policy aims to attract large IT companies, Global Capability Centers (GCCs), and developers by providing land at nominal cost, enabling large-scale infrastructure development and employment generation. For you as an MSME or startup, this policy creates opportunities to operate within world-class IT hubs, access affordable infrastructure, and benefit indirectly from ecosystem growth.

- Employment-linked incentives: Eligibility is tied to employment generation targets, ensuring real economic impact.
- Promotion of Visakhapatnam and tier-2 cities: While Visakhapatnam is a key hub, the policy promotes development across the state.
- Cluster-based tech hub development: Encourages creation of large IT parks and innovation clusters.
- Private developer participation: Developers can build IT parks and lease/sell space to IT firms.
