Assistance for Common Environmental Infrastructure
If you are part of an industry association, SPV of MSMEs, or a development authority in Gujarat and are engaged in establishing or upgrading common environmental infrastructure (such as effluent treatment plants, waste-water recycling, pollution control corridors) then this scheme under the Gujarat Industrial Policy 2020 (and earlier) is run by the Industries & Mines Department, Government of Gujarat. The purpose of the scheme is to promote shared environmental infrastructure, enabling smaller units to link into cost-effective common facilities rather than each unit installing expensive new assets. Key Features
- Scope for common infrastructure facility (CIF) for environment – The scheme covers creation or upgradation of common effluent treatment plants (CETPs), waste-water recycling, conveyance pipelines, common spray dryers, common boilers for clusters etc.
- Assistance rate & ceilings – The scheme provides a specified share of eligible fixed capital investment as state assistance; for example up to 40 % (and in special cases up to 80 %) of eligible cost, with maximum ceiling amounts like ₹ 50 crore for certain projects.
- Multiple sub‐schemes under environment infrastructure – For example: common boiler project for clusters of MSMEs; strengthening regulatory/monitoring infrastructure; green estates/industrial estate retrofitting; standardisation of environment monitoring.
- Eligibility beyond individual units – Unlike many schemes aimed at single units, this scheme targets collective infrastructure: associations, SPVs, government agencies, boards, municipal corporations etc can apply (except “captive use” units).

Eligibility Criteria
Who Can Apply:
- Industrial associations, SPVs, GIDC estates, or industrial park developers registered in Gujarat.
- Units or clusters proposing to create or upgrade Common Environmental Infrastructure like CETPs, pipelines, TSDFs, waste management facilities, or recycling systems.
- Projects that have obtained or are in the process of obtaining consent to establish from the Gujarat Pollution Control Board (GPCB).
Who Cannot Apply:
- Individual manufacturing units (unless they are part of an SPV/association developing shared infrastructure).
- Units outside Gujarat or those not approved by GPCB or relevant authorities.
- Projects related only to internal (individual) effluent systems, not shared/common facilities.
Documents Required
- Project application form (AF-01) + checklist (CL-01) as per guideline.
- DPR for the project: including baseline, scope, cost estimate, unit list benefiting.
- Registration of applicant entity (association, SPV, company) under Societies/Trust/Companies Act.
- Consent/authorization certificate from GPCB or other environmental agency as applicable.
- Cost quotations, cost breakup of eligible fixed capital investment.
- Bank details for disbursement.
- Undertaking / declaration about shared usage, non-captive benefit.

Option 2: Apply via Government Portal
- Visit the Industries Commissionerate Gujarat or MSME Incentive Portal
- Download the scheme application form for “Assistance for Common Environmental Infrastructure.”
- Prepare the Detailed Project Report (DPR) including cost, environmental impact, and layout.
- Obtain necessary clearances (GPCB approval, site NOC, etc.).
- Submit the completed application to the Industries Commissionerate or GIDC Office for evaluation.
- On approval, execute the project and claim subsidy after inspection and verification.
Option 3: Through District Industries Centre (DIC)
- Approach your local DIC for eligibility screening.
- Get assistance with documentation and application forwarding to the state-level committee.
- Track project progress and disbursement schedule through DIC or CED (Centre for Entrepreneurship Development).
