Bihar Startup Policy
The Bihar Startup Policy 2022 is implemented by the Department of Industries, Government of Bihar and operationalised through Bihar Startup Fund Trust. The policy was launched in 2022 as a continuation and expansion of the earlier 2017 policy, with a vision to promote innovation, entrepreneurship, and employment generation in Bihar. The policy is valid until further notification by the State Government.
As an MSME or startup founder, this policy provides structured financial assistance, mentoring support, incubation facilities, and seed funding. The objective is to encourage youth, women, and emerging entrepreneurs in Bihar to establish scalable ventures across sectors such as manufacturing, services, IT, agriculture, and social innovation.
Key Features
- Seed Funding Support: Eligible startups can receive up to ₹10 lakh as interest-free seed funding to support prototype development, product launch, and initial operational expenses.
- Monthly Sustenance Allowance: Selected startups may receive a monthly sustenance allowance (subject to conditions) for up to one year to support founders during the early stage.
- Special Category Incentives: Additional financial incentives are provided for women-led startups, SC/ST entrepreneurs, and Divyang founders to promote inclusive entrepreneurship.
- Incubation & Mentoring: The state supports recognised incubators that provide co-working space, technical mentorship, and business advisory support.
- Interest-Free Loan Assistance: The assistance provided is structured as an interest-free loan, repayable after a moratorium period as per scheme guidelines.
- Patent & IPR Reimbursement: Startups can claim reimbursement for patent filing costs to encourage innovation and intellectual property protection.
