Capacity Building and Technical Assistance (CB&TA) scheme
The CB&TA Scheme is a Plan scheme managed by the Ministry of Development of North Eastern Region . It was launched to address the skills, competencies and governance capacity deficits in India’s North-Eastern Region . The objective is to strengthen human resources of the NER, especially youth, and enhance the capacities of mid-level state government officials and institutions. The purpose is to benefit unemployed youth , as well as government functionaries in the North-Eastern States. Key Features
- Skill development and employability training for youth: The scheme covers short, medium and long-duration courses to train youth in practical, industry-ready skills. Training institutions are supported financially to run programmes that improve job opportunities for NER youth.
- Entrepreneurship and self-employment development: The scheme supports training on entrepreneurship, business skills, career counselling and self-employment readiness. It also encourages institutions to develop finishing schools or orientation centres that help trainees begin their entrepreneurial journey.
- Capacity building of mid-level government officers: State government officials and institutional staff can be trained under the scheme to improve public administration, project planning, monitoring and evaluation skills.
- Technical assistance for studies, surveys and evaluations: The scheme finances specialised studies, surveys, assessments, competency testing and programme evaluations to ensure that training activities remain effective and relevant.
- Mandatory alignment with NSQF: All training courses supported under the scheme must comply with the National Skill Qualification Framework standards to ensure uniformity and quality.
- Focus on women, persons with disabilities and remote districts: The scheme places special emphasis on vulnerable youth groups, especially women and youth from underserved and remote regions of the North East, ensuring equitable access to skill development.

Eligibility Criteria
Who can apply:
- Central Government Departments, State Government Departments.
- Universities, institutes of excellence in training/education/research, PSUs (Central/State), autonomous organisations under central/state governments
- Reputed private sector institutions of training/education.
- Non-government organisations, trusts willing to partner under scheme guidelines.
- Youth from the North-Eastern Region (NER) residing within and outside the Region.
- Special focus on girls/women, persons with disability, youth from BPL background, remote/unreached districts.
- Mid-level officers of state governments, organizations/institutions under state governments.
Who cannot apply:
- The scheme will not normally support land or buildings (capital expenditure) except equipment/training material.
- The grantee organisation should not be blacklisted by any central or state government agency.
- The organisation must maintain separate accounts for the grant-in-aid.
- The training institution must issue certificates to trainees and submit utilisation certificates after completion.

- Annual turnover/certified accounts (if private institution)
- Training programme details: duration, sector, number of participants, budget breakdown
- Placement strategy & past records (if applicable)
- Certificate of registration of the organisation
- Board resolution or authority letter for submitting proposal
- Undertaking that the organisation is not blacklisted or making profit out of the grant
- Utilisation certificate and final report (post training)

Option 2: Apply Through the Official MDoNER Submission Process
- Prepare a proposal detailing the capacity-building requirement, training needs, TA activities, and budget.
- Submit the proposal through the respective State Nodal Department to MDoNER.
- MDoNER conducts appraisal and seeks clarifications (if required).
- Proposal is reviewed by the internal committee or empowered mechanism.
- After approval, funds are released in phases based on milestones and utilization.
- Submit utilization certificates and progress reports as per guidelines.
Option 3: Apply Through North Eastern Council (NEC) Route
Some CB&TA components may be executed via NEC depending on state coordination:
- Submit proposal to NEC Secretariat or State NEC Cell.
- NEC reviews and recommends for approval.
- Funds released after approval and compliance.
