Development Commissioner (DC-MSME) Schemes- ISO 9000/ISO 14001 Certification Reimbursement
This scheme is implemented by the Office of the Development Commissioner , under the Ministry of Micro, Small & Medium Enterprises, Government of India. It was launched to help micro and small enterprises obtain internationally-recognised certifications in quality and environmental management . Its main purpose is to reimburse a portion of the cost incurred by eligible MSMEs in acquiring ISO 9000 / ISO 14001 / HACCP certification, thereby enhancing their competitiveness and market access. Businesses benefit by reducing upfront certification cost, improving systems, and strengthening credentials.
Key Features
- Reimbursement of certification charges: The scheme allows eligible MSMEs to claim back a portion of the costs they incurred in obtaining certifications such as ISO 9000, ISO 14001 or HACCP.
- Extent of assistance: 75% of expenditure, up to ₹ 75,000 per unit: Under this scheme, you can get reimbursed up to 75% of your certification cost, but the maximum reimbursement allowed for each unit is ₹ 75,000.
- One-time reimbursement per unit: Each eligible unit can avail this reimbursement only once under this scheme. If multiple enterprises operate under the same unit or address, only one claim is permissible.
- Certification must be from a NABCB-accredited body: The certification needs to be obtained from a certifying body which is accredited by the NABCB. If the certification body lacks that accreditation, the claim may be rejected.
- Applicable to Micro & Small Enterprises with permanent registration: Only those enterprises which are registered as Micro & Small units under the relevant definitions, and have permanent registration or valid EM number at the time of application, are eligible.

Who can apply:
- Micro and Small Enterprises registered under the MSMED Act with valid registration/EM (‘Entrepreneurship Memorandum’) number.
- Units that have already acquired ISO 9000 /ISO 14001 certification or HACCP, from a certification body accredited by National Accreditation Board for Certification Bodies .
- Manufacturing or service enterprises, including tiny / ancillary / SSSBE units.
Who cannot apply:
- Enterprises without registration / EM number .
- Units that have not yet obtained the certification at the time of applying.
- Large enterprises beyond the “micro and small” category .
- Foreign enterprises or units not registered under MSMED Act – if applicable.
- Units that have already availed the reimbursement under this scheme (since it’s one-time).
Documents Required
- Valid registration certificate of the unit .
- ISO 9000 / ISO 14001 / HACCP certificate copy issued by NABCB-accredited body.
- Invoice and receipt for payment made to the certification body and consultants/training .
- Consultant/training cost bill .
- Application form ‐ duly filled and signed.
- Bank account details of the enterprise for reimbursement transfer.
- Additional documentation as per the MSME-DI jurisdiction .

Option 2: Government Process via DC-MSME
- Ensure your unit is registered and has acquired the relevant ISO/HACCP certification.
- Download and fill the application form from the DC-MSME website under the scheme section.
- Submit the application along with invoices, receipts, consultant/training details, certification body proof, etc., to the Director, MSME-DI in whose jurisdiction your unit falls.
- After verification, the reimbursement (up to 75% cost or ₹75,000) will be released for eligible claims.
- Track the status via the MSME portal or contact the MSME-DI office for updates.
Option 3: Via State/UT nodal office
In some states, the scheme may be administered through state MSME departments or nodal agencies in coordination with DC-MSME. Check with your local MSME-DI or state MSME department for specific instructions.
