The Dr. Bhimrao Ambedkar Rajasthan Dalit, Adivasi Udyam Protsahan Yojana 2022 is a scheme by the Government of Rajasthan. The purpose of the scheme is to promote entrepreneurship among Scheduled Caste and Scheduled Tribe persons in Rajasthan by providing support for establishment, expansion, diversification or modernization of enterprises (manufacturing, services and trade) in non-agricultural sectors. The benefit for you as an SC/ST entrepreneur is that you can access interest subsidies, margin money grants, reserved land allotment, SGST refunds and other incentives to help start or expand your business in Rajasthan.
Key Features
- Interest subsidy on loans: Under BRUPY, the scheme provides interest subsidy such as 9 % for loans up to ₹ 25 lakh, and 7 % for loans up to ₹ 5 crore for eligible SC/ST enterprises. This lowers cost of financing for you.
- Margin money grant: The scheme provides margin money grant equal to up to 25 % of project cost (or upto ₹ 25 lakh) for projects of SC/ST entrepreneurs. This reduces your upfront equity burden.
- Reserved industrial land allotment benefits: SC/ST entrepreneurs under this scheme get reserved allotment of industrial plots at reserved rates, increased plot size (from 2,000 m² to 4,000 m²), reservation quota increased from 5% to 6%. Also full waiver of interest on land installment payments is provided.
- Additional incentives aligned with RIPS 2022: Enterprises under BRUPY also get layered benefits available under RIPS such as 100% SGST reimbursement for 7 years, 100% land-conversion fee waiver, stamp duty exemptions, and lowered investment thresholds for border districts.
- Activity coverage and expansion support: The scheme covers new enterprises, expansion, diversification and modernization in manufacturing, services and trading (non-agricultural) for SC/ST persons.
- Focus on first generation entrepreneurs: The scheme emphasises inclusion of SC/ST persons who may be first generation entrepreneurs and aims to reduce migration to cities by providing local employment opportunities.

Eligibility Criteria
Who can apply:
- A resident of Rajasthan belonging to SC or ST category.
- Age: 18 years or above at time of application.
- Applicant (or in case of firm/LLP/cooperative/company) must have 51% or more ownership by SC/ST persons.
- The undertaking must be in the non-agricultural sector: manufacturing, services or trading.
Who cannot apply:
- Persons already employed in Central or State government service or institutions.
- Applicants who are bank/financial institution loan defaulters.
- Applicants declared insolvent or mentally unsound.
Documents Required
- SC/ST caste certificate of applicant.
- Residence proof of Rajasthan.
- Age proof (18+).
- Proof of ownership/shareholding if firm/LLP/company (51%+ SC/ST).
- Project report/business plan detailing investment, project cost, employment, activity type.
- Minimum investment registration or industrial unit registration.
- Bank finance term-loan sanction if applicable.
- Lease/allotment document if land use is involved.
- Non-defaulter certificate from bank/financial institution.
- Other documents as maybe specified in the scheme notification (land conversion, stamp duty, etc).
