Idea nurturing support

Up to ₹ 15 lakh for developing & nurturing an innovative idea

Example: A startup idea at a Host Institution gets ₹ 15 lakh to refine prototype, market research, team formation.

Capital support to Business Incubator

Up to ₹ 1 crore for plant/machinery procurement in the BI

Example: Host Institution’s incubator gets ₹ 1 crore to procure equipment/IT infrastructure for incubatee use. 

Seed capital support

Up to ₹ 1 crore as grant for converting idea into start-up

Example: An incubatee company that passes incubation phase receives seed capital up to ₹ 1 crore under scheme.

Application Process for the Scheme

Option 1: Apply with Bullit (Recommended)

Option 2: Direct Government Process via MoMSME

  1. The Host Institution prepares a project proposal for setting up / operating a Business Incubator under the scheme, as per scheme guidelines.
  2. Submit proposal to the Office of the Development Commissioner (MSME) or designated implementing agency.
  3. On sanction, funds are released to the Host Institution/BI for setting up infrastructure, mentoring, machinery, seed capital (as applicable).
  4. Incubatee enterprises are selected, hand-holding begins, ideas are matured into enterprises; utilisation reports and monitoring follow.
  5. The Host Institution submits periodic reports, audited accounts, monitoring parameters as per scheme.

Option 3: Via Collaborating Partner / Industry Association
Institutions may partner with industry associations/investors for the incubator initiative; the host institution remains the applicant under scheme, while the partner adds value (mentoring, market linkages)
