Entrepreneurial and Managerial development of SMEs through Incubators
The scheme “Entrepreneurial and Managerial Development of SMEs through Incubators” is run by the Ministry of MSME. It was introduced under the broader national manufacturing competitiveness framework to provide early-stage funding for nurturing innovative business ideas which could be commercialised within about a year. Key Features
- Support for setting up Business Incubators (BIs) at Host Institutions (HIs): Under the scheme, academic institutions, research & technical institutes (Host Institutions) can seek assistance to establish a Business Incubator unit which will provide infrastructure, mentoring, networking and business support to incubatees.
- Financial assistance for developing new business ideas, technology incubation and seed capital support: For example, the scheme includes financial assistance up to ₹ 15 lakh for nurturing an idea; up to ₹ 1 crore for plant/machinery procurement in incubator; up to ₹ 1 crore as seed capital to convert ideas into start-ups.
- Linkage of innovators, entrepreneurs, academic and R&D institutes via incubator network: The scheme envisages the Business Incubator providing environment for idea nucleation, networking with know‐how providers, entrepreneurs, financiers to form business teams and move from idea to proof of concept.
- Focus on knowledge-based, technology-driven ventures, especially with high growth potential: The scheme emphasises new/indigenous technologies, products, processes and knowledge-based ventures having potential for commercialisation and scalability rather than purely traditional small firms.
- Structured implementation via approved Host Institutions, monitoring committees and phased funding: Implementation involves Host Institutions being selected/approved, monitoring committees set up, funds released in installments (e.g., initial 30% then balance) and periodic review of milestones.

Eligibility Criteria
Who can apply:
- Host Institutions (HIs) such as technical institutions, engineering colleges, R&D centres, tool-rooms, business incubator entities recognised by MoMSME.
- Incubatees (entrepreneurs/innovators) with new business ideas (products/processes) that can be commercialised and require incubation support.
Who cannot apply:
- Entities not functioning as a valid host institution/incubator may not be eligible.
- Ideas that are not new/indigenous or lacking clear commercial potential may be disqualified.
- Projects where funds were already spent or started before sanction may not be eligible. (Standard scheme rule)
Documents Required
- Application / project proposal for the Business Incubator (BI) under the scheme
- Host Institution registration/incorporation details and past credentials.
- Detailed budget for setting up incubator: infrastructure, equipment, mentoring costs, etc.
- List of proposed incubatees/idea pipeline (if part of application).
- Bank account details for grant disbursement.
- Undertaking/agreement between Host Institution and incubatees (in some cases).

Option 2: Direct Government Process via MoMSME
- The Host Institution prepares a project proposal for setting up / operating a Business Incubator under the scheme, as per scheme guidelines.
- Submit proposal to the Office of the Development Commissioner (MSME) or designated implementing agency.
- On sanction, funds are released to the Host Institution/BI for setting up infrastructure, mentoring, machinery, seed capital (as applicable).
- Incubatee enterprises are selected, hand-holding begins, ideas are matured into enterprises; utilisation reports and monitoring follow.
- The Host Institution submits periodic reports, audited accounts, monitoring parameters as per scheme.
Option 3: Via Collaborating Partner / Industry Association
Institutions may partner with industry associations/investors for the incubator initiative; the host institution remains the applicant under scheme, while the partner adds value (mentoring, market linkages)
