Export Promotion Mission - Niryat Protsahan & Niryat Disha
The Export Promotion Mission is a flagship initiative of the Government of India, jointly driven by the Ministry of Commerce & Industry, the Ministry of Micro, Small & Medium Enterprises and the Department of Commerce . It was announced in the Union Budget 2025-26, in response to global trade headwinds including tariff pressures on Indian exports. The mission is designed for the period FY 2025-26 to FY 2030-31 with an envisaged outlay of around ₹ 25,000 crore. The purpose of EPM is to strengthen India’s export ecosystem especially supporting MSME exporters by providing trade-finance support, market access, branding, overseas warehousing and diversification into newer geographies. The benefit for your business as an MSME exporter is access to financial and non-financial support that can help you scale exports, reduce risk, improve market linkage and enhance competitiveness.
Key Features
- Two integrated sub-schemes: The mission is structured around two pillars.
- Under Niryat Protsahan, the focus is on providing export credit support, export factoring, credit insurance, bridging liquidity gaps and easing collateral/financing burdens for exporters.
- Under Niryat Disha, the emphasis is on helping exporters gain access to overseas markets, improving compliance and standards, building overseas warehouses, and branding Indian exports globally. This bifurcation ensures that both the financial and the market-development sides of exports are addressed.
- Significant budgetary outlay: The large outlay (approx ₹ 25,000 crore) signals strong government commitment. The budget is broadly split (~₹ 10,000 crore) for Niryat Protsahan and (~₹ 14,500 crore) for Niryat Disha - enabling substantial funding over the six-year mission period.
- Trade-finance support under Niryat Protsahan: As an MSME exporter, often your challenges include working capital for overseas shipments, delayed payments, need for collateral or insurance cover. This scheme aims to provide relief by offering support measures - cheaper credit, guarantee/insurance, factoring support etc — thereby reducing your financial risk and enabling you to take more export orders.
- Market access & export ecosystem support under Niryat Disha: Export growth isn’t only about production; you also need access to new markets, branding, ensuring quality compliance, overseas storage/logistics etc. Niryat Disha is designed to help you reach new geographies, diversify your export products, set up overseas presence/warehouses, participate in global exhibitions, build brand “Made in India” and comply with global standards.
- Focus on MSME exporters and e-commerce exporters: The mission recognises that many small businesses and e-commerce exporters are underserved. By specifically targeting these segments the mission helps you as a smaller exporter to compete globally, leverage digital trade, and scale up.
- Multi-agency coordination: Implementation involves DoC, MoMSME, export councils, EXIM Bank, credit guarantee agencies, state exporters’ bodies etc. This means you will have access to a network of institutions and support frameworks to help with exports.
