Gujarat State Biotechnology (BT) Policy 2022-27 – Employment Generation Incentive
The Biotechnology Policy 2022-27 of the Government of Gujarat aims to build Gujarat into a globally competitive biotechnology hub by encouraging investment, innovation and employment. The “Employment Generation Incentive” is a key component that supports biotech units hiring local workforce by offering per-employee subsidies and statutory contribution reimbursements.
Key Features
- Cash incentive per new employee: When you as a biotech unit create a new job and maintain that employee under the unit in Gujarat for the required period, the policy offers a fixed amount as incentive: for example ₹ 50,000 for each male employee and ₹ 60,000 for each female employee, subject to conditions. This reduces your effective cost of hiring new staff and encourages you to expand staffing.
- EPF contribution reimbursement: To ensure formal employment, the policy reimburses your portion of the employer’s EPF contribution for eligible new employees. In the Biotechnology Policy this is specified as 100% for female employees, and 75% for male employees . This helps offset your statutory costs when hiring new employees.
- Eligibility for incremental/new employment: The incentive is for new jobs created after the project is approved/commences operations in Gujarat under the policy. Existing jobs prior to project approval may not count. This ensures units expand and create fresh employment. The implementation guidelines note that assistance for expansion/diversification will consider actual new investment and new jobs.
- Part of wider incentive framework: The employment generation incentive is one pillar in the policy alongside capital investment support, operational expenditure support, interest subsidy, etc. This means if you are in biotech, you may plan your job creation along with investment and operational plans.
- Focus on local & gender-inclusion: By offering higher incentive for female employees and emphasising local manpower, the policy motivates you to recruit women and Gujarat residents, which in turn helps boost participation and employment outcomes.

Who can apply:
- A biotechnology unit as defined under the policy: manufacturing of biotech products, services, processes or related research & development.
- The unit must generate incremental employment beyond the base employee count and the new hires must be registered in the unit’s payroll/EPF etc.
- Employees should be domiciled in Gujarat , and the company must maintain such employment for the specified period.
Who cannot apply:
- Units that do not qualify as “biotechnology unit” under the policy will not be eligible for this incentive.
- Units that do not show incremental employment (i.e., don’t hire beyond base level) will not qualify for the employment generation incentive.
- If employees are not maintained for required duration or employment is terminated prematurely, the unit may lose eligibility.
- Units that apply for this incentive but are already availing overlapping employment subsidies for the same employees under another contradictory scheme might face complications - the policy mentions that incentives under this policy are additive but certain caution is needed.
Documents Required
- Letter of sanction/approval under Biotechnology Policy 2022-27 as an eligible unit.

Option 2: Apply directly via Government Portal
- Visit the official portal of the Department of Science & Technology, Government of Gujarat or the Gujarat State Biotechnology Mission website.
- Register the unit under the policy as eligible biotech unit, fill out the “Employment Generation Incentive” claim form and upload required documents .
- Submit for approval of the incentive. Once the incremental employment is verified and approved, claim the one-time per-employee incentive and the EPF reimbursement as applicable.
- Maintain compliance with employment retention, the required period, and submit periodic returns or audits as applicable to avoid reversal of benefits.
