Hathkargha Samvardhan Sahayata (HSS) is a Central Government scheme launched by the Ministry of Textiles, Government of India on the occasion of the second National Handloom Day (7 August 2016). - Applicant must be a handloom weaver
- Must possess a valid Weaver Identity Card
- Should have undergone weaving training in last 2 years under government programmes
- Must be willing to contribute 10% of cost
- Must participate in selection camps organised by WSC

Non-eligibility conditions:
- Weavers without training in last 2 years may not be prioritised
- Beneficiaries misusing funds may face recovery and penalty action
- Non-registered or unverified weavers are not eligible
