Initiative for Development of Entrepreneurs in Agriculture (IDEA)
The Initiative for Development of Entrepreneurs in Agriculture is a scheme run for the North-East region of India, under the aegis of North Eastern Development Finance Corporation Ltd. . It is designed to promote agri-business ventures and support the establishment of agriculture/allied businesses as profitable ventures in the North-Eastern states. It aims to generate employment opportunities, supplement input supply and services, and boost entrepreneurship in the agricultural domain
Key Features
- Promotion of agri-business ventures in the North-East region: The scheme specifically caters to agriculture and allied business units in the eight North‐Eastern states. Thus, if your business is set up in one of those states and you are working in agri/business allied to agriculture, this scheme is relevant.
- Composite loan assistance (term loan + working capital): The scheme provides financial assistance in the form of a composite loan - part term loan and part working capital aiding both the investment and the operational needs of your agri-venture.
- Support for graduates/post-graduates in agriculture/allied subjects (and others with experience): Eligibility emphasises that graduates or post-graduates in agriculture or allied fields can apply. Also, persons from other disciplinary backgrounds but with experience/skill in agri-business ventures are considered. This encourages youth and qualified persons to enter agri-entrepreneurship.
- Maximum project size and loan limits defined: The scheme clarifies that maximum project size (term loan component) is up to ₹25 lakh under the scheme, and term loan can be up to 75% of the project cost; promoter must contribute the rest (25%).
- Promoter’s contribution requirement and location in the North-Eastern States: The scheme states that the promoter’s contribution would be 25% of project cost. Also, the unit must be located in one of the eight North-Eastern states

Eligibility Criteria
Who Can Apply:
- Graduates or post-graduates in agriculture and allied subjects.
- Graduates/post-graduates from other disciplines having experience/skills to undertake agribusiness ventures.
- The venture may be a proprietorship, partnership, or company.
- The proposed unit must be located in any of the eight North-Eastern states of India.
- Promoter must not be a defaulter in any government scheme or with any bank/agency.
Who Cannot Apply:
- Units located outside the North-Eastern states (unless changed by subsequent guidelines)
- Promoters who are defaulters in government schemes or banks.
- Projects where the term loan component exceeds the ₹25 lakh cap or where project cost structure exceeds norms of the scheme.
Documents Required
- Proof of identity and address of the applicant/promoter
- Educational qualification certificate (graduate/post-graduate)
- Business plan/project proposal for the agri-business venture
- Details of the proposed unit: nature of business, location, projected cost, working capital requirement
- Bank account details, KYC documents and proof of no default status
- Relevant licenses/registrations (if applicable) and state-specific approvals

Option 2: Direct Process via NEDFi
- Approach NEDFi’s regional office in the relevant North-Eastern state.
- Obtain the IDEA scheme application form of NEDFi.
- Submit filled form with business plan, required details, and documents to the Chairman & Managing Director, NEDFi, G.S. Road, Dispur, Guwahati-781006.
- Undergo credit appraisal, sanction and disbursement by NEDFi.
Option 3: Apply Through the Official Online Porta
Applicants can also submit their application directly through the official portal of the implementing authority. The process involves completing an online form, attaching required documents, and submitting it digitally for review. Once submitted, the authority verifies details and communicates further steps or approval status to you. This option is suitable for applicants comfortable handling the process via the official online system.
