Integrated Processing Development Scheme (IPDS)
The IPDS is a centrally-sponsored scheme by the Ministry of Textiles, Government of India. It was introduced to assist textile processing units/clusters to adopt environmentally-friendly processing standards, meet wastewater and effluent treatment norms, upgrade infrastructure and thus make the Indian textile processing industry globally competitive. The scheme covers components such as new Common Effluent Treatment Plants, up-gradation of existing plants in processing clusters/parks, especially in coastal/riverine regions.
Key Features
- Support for CETPs / effluent & wastewater management: The scheme emphasises establishing or upgrading CETPs in textile processing clusters so that environmental compliance is improved units share common treatment facilities rather than individually bearing high costs.
- Inclusive of new and existing processing parks / clusters: The scheme is open to both newly proposed processing parks and upgrading existing clusters that are engaged in textile processing.
- Grant-in-aid from GoI up to specified percentage with ceilings: For certain categories , GoI grant may be up to 50% of project cost, with ceilings such as ₹ 75 crore for ZLD/Marine discharge, and ₹ 10 crore for riverine/conventional systems.
- Focus on environmentally sustainable technology & common infrastructure: The scheme supports advanced technologies such as Zero Liquid Discharge , marine discharge treatment, renewable/captive power generation, and common facilities like testing labs and R&D centres.
- Designed for textile/processing clusters via SPVs: Projects must be implemented via a Special Purpose Vehicle formed for the processing park/cluster, thereby enabling collective infrastructure development rather than for a single unit.

Eligibility Criteria
Who can apply:
- Textile processing clusters/parks where multiple units operate, which require intervention in common infrastructure as per scheme guidelines.
- A Special Purpose Vehicle or implementing entity nominated by state / cluster stakeholders, which can take up the project and operate the infrastructure
Who cannot apply:
- Projects that are purely single-unit level may not qualify.
- Projects where land cost is being requested for grant may be out of scope per guideline.
- Projects outside textile processing clusters, or where the essential infrastructure need is not demonstrated, may be ineligible.
Documents Required
- Application / proposal as per format of IPDS.
- DPR covering project scope, cost estimates, water/waste-water assessment, environmental compliance, size of cluster, units linked, etc.
- SPV incorporation certificate, MOA/AOA.
- Land/land allotment details .
- State Government sanction/allotment letter for land/infrastructure .
- Financial model showing cost sharing, viability, revenue model for SPV.
- Statutory clearances required .
- Implementation schedule, O&M plan, monitoring & audit plan.

Option 2: Government Process via Ministry of Textiles
- Identify eligibility: cluster with processing units needing common infrastructure interventions .
- Constitute the SPV/implementing agency, prepare detailed project report as per scheme guidelines.
- Submit the DPR and application to the Ministry / Textile Commissioner’s office which will scrutinize and appraise via Project Approval Committee.
- On approval, the Central Government grant is sanctioned, the project is implemented, infrastructure built/commissioned and monitoring/maintenance arrangements done.
- The grant is released in instalments and after commissioning verification and compliance, the infrastructure continues under operation by SPV.
Option 3: Via State/Nodal Agency
Many times the State textile/industry department may act as nodal agency supporting clusters; you may coordinate via the state nodal agency to align with land allotment, water/power linkage, state share etc.
