The IT & ITeS Policy of Uttar Pradesh 2022 is a state-policy of the Government of Uttar Pradesh, launched via the Department of IT & Electronics, Uttar Pradesh and implemented through the nodal agency Uttar Pradesh Electronics Corporation Ltd. (UPELC). The policy aims to promote investment, innovation, job creation and skills development in the IT/ITeS sector in Uttar Pradesh. Key Features
- Reimbursement of 50% of the course fee: If you as an individual (domicile of UP) undertake a certified training in an emerging technology (for example AI, data analytics, cloud computing) from an empanelled training provider, the state will reimburse half of the fee you paid. This reduces your cost burden for upskilling.
- Maximum reimbursement ₹ 50,000 per candidate: The reimbursement is capped. So even if your course fee is higher, the maximum you can get back is ₹ 50,000 per candidate, helping you budget accordingly and choose eligible courses.
- Applies to UP domiciled individuals: To qualify, the candidate must be domiciled in Uttar Pradesh, ensuring that the benefit is targeted at the state’s workforce and supports local IT/ITeS units.
- Training providers and eligible courses empanelled via a standing committee: The policy sets up a mechanism: a standing committee made of IT/ITeS companies, industry associations and academic institutions will decide which courses and which training providers qualify. You must ensure your course is on that list or apply when it becomes.
- Collaboration of UP SDM with industry and academia: The policy states the UP Skill Development Mission will partner with leading industry players and academic institutions for delivering and facilitating these trainings. That means there is institutional support and possibly linkages to employment pathways after training.

Who Can Apply:
- Individuals who are domicile residents of Uttar Pradesh.
- Students, professionals or employees who enroll in emerging-technology courses relevant to the IT/ITeS sector and recognised under the policy’s empanelled list of training providers.
- Training must be completed through empanelled training providers as per the standing committee formed by the policy.
Who Cannot Apply:
- Individuals not domiciled in Uttar Pradesh.
- Courses or training not recognised or empanelled under the policy by the standing committee.
- Applicants who have already claimed reimbursement under this incentive for the same course previously (unless policy allows repeat).
- Training providers not empanelled by the policy’s designated committee.
Documents Required
- Proof of Uttar Pradesh domicile (e.g., domicile certificate or Aadhar address)
- Course enrolment and completion certificate from empanelled training provider
- Fee receipt/invoice for the training course
- PAN/Aadhar and bank account details of the applicant
- Undertaking/affidavit confirming that the applicant has not claimed reimbursement under the same course previously (if applicable)

- Visit the official portal of the Department of IT & Electronics, Government of Uttar Pradesh under the IT & ITeS Policy 2022 section.
- Navigate to the Skill Development Support component.
- Fill out the application form with personal details, course details, training provider name and fee receipts.
- Upload required documents: domicile certificate, invoice for the course, proof of enrolment/completion.
- Submit the online application and await verification by the standing committee.
Option 3: Apply through Training Institution
- If your training provider is empanelled, you can apply via them - they submit the claim on your behalf to the state-nodal agency.
- The nodal agency verifies your eligibility and reimburses the approved amount.
