IT/ITES Policy (2022-27) Atmanirbhar Gujarat Rojgar Sahay
The Gujarat IT/ITeS Policy is a policy initiative of the Government of Gujarat. The purpose of the policy is to transform Gujarat’s IT / ITeS ecosystem by attracting investment, generating employment, building world-class infrastructure, developing high-skilled talent, and fostering innovation in emerging technologies. The benefit for you as an MSME is that your business, if eligible and located in Gujarat, can access fiscal and non-fiscal incentives , which reduce cost, improve competitiveness, and support growth in the IT/ITeS sector.
Key Features
- CAPEX support for IT/ITeS units & Mega Projects: The policy provides capital expenditure support to IT/ITeS units in Gujarat. For standard units the ceiling is about INR 50 Crore; for mega projects the ceiling goes up to INR 200 Crore. This helps units invest in buildings, hardware, software, networking, etc.
- OPEX support for eligible units & Mega Projects: Apart from CAPEX, the policy provides operational expenditure support for a number of years with ceilings (for standard units up to INR 20 Crore per year; for mega projects up to INR 40 Crore per year) on eligible OPEX .
- Employment Generation Incentive: For every new eligible job created and retained for at least one year, the unit gets one-time support (for male employees up to ~ INR 50,000; for female employees up to ~ INR 60,000) per person.
- Atmanirbhar Gujarat Rojgar Sahay: This special feature reimburses the employer’s statutory contribution to the Employees’ Provident Fund for eligible new hires (100% for female employees; 75% for male employees) for a period subject to ceilings (12% of basic salary + DA etc) and incremental employee count for expansions.
- Direct Benefit Transfer for IT skills enhancement: The policy provides a DBT of up to INR 50,000 per youth for successfully completing approved IT/ICT skilling courses.
- Rental subsidy for co-working/infrastructure seats: For eligible IT/ITeS units opting to operate in government-facilitated or empanelled co-working/office spaces, the policy provides rental subsidy for a period to help reduce upfront cost and encourage quick setup.
- Interest Assistance on term loans: Eligible units may get interest subsidy (up to 7% of term loan or actual interest paid, whichever is lower) for up to five years, with specified annual ceilings.
- 100% Reimbursement of Electricity Duty: The policy provides full reimbursement of electricity duty paid by eligible IT/ITeS units for a period of five years from eligibility/commercial operations date.
- Support for R&D centres, Data Centres, Cable Landing Stations, IT Cities/Townships: The policy addresses infrastructure and innovation growth by offering CAPEX support and other incentives for R&D centres and for Data Centres, CLS, and IT Cities/Townships.
- Infrastructure facilitation & online investor portal: The policy emphasises ease of doing business via online investor facilitation, land allotment, and other support to set up IT/ITeS units quickly.

Eligibility Criteria
Who can apply:
- The policy is applicable to new IT/ITeS units setting up in Gujarat during the policy period or existing units undergoing expansion.
- An “eligible IT/ITeS unit” is defined as a business with minimum 10 employees for a new unit or minimum incremental headcount for expansion.
- Units must commence commercial operations by 31 March 2028 to avail benefits. atharvadvisors.
- The policy period is until 31 March 2027.
Who cannot apply:
- Units that do not fall under the defined IT/ITeS industry scope as per policy may not be eligible.
- Units that do not achieve the required employee count or do not meet investment/time thresholds may be ineligible.
- Units that claim the same incentive for the same employee more than once.
- Foreign firms may need to comply with other norms; the policy primarily targets units situated in Gujarat.
- If other incentive schemes are already being availed that conflict with this policy incentives - firms may need to check eligibility.

Option 2: Apply directly through the Government portal
- Visit the official portal of the Directorate of ICT & e-Governance, Government of Gujarat.
- Register your unit as an “eligible IT/ITeS unit” under the policy and submit required in-principle approval application.
- After in-principle approval, once commercial operations commence, submit the incentive claim within the specified time-limits (eg: claims for CAPEX within two years etc).
- Track sanction and disbursement via the portal; claim reimbursement as per guidelines.
Option 3: Liaise with the State Nodal Agency / Industry Facilitation
- Approach the nodal agency for clarity on sector-specific incentives.
- Use the investor facilitation centre to get regulatory/clearance support, land allotment, single-window registration etc.
- Submit periodic compliance reports and maintain records as required for claim monitoring and audit.
