Maharashtra Coir Policy 2018
The Maharashtra Coir Policy 2018 is an initiative of the Government of Maharashtra, launched. Its purpose is to harness the coastal region’s abundant coconut husk supply (in the Konkan region), promote the coir-industry value chain (from husk to fibre to products), generate employment and support MSMEs in the coir sector. As an enterprise, you can benefit by processing coir, manufacturing coir-based products, participating in clusters and availing incentives for setting up/expanding coir-units.
Key Features
- Husk utilisation target: The policy aims to increase the use of coconut husk (raw material for coir fibre) in Maharashtra to 22 % of the estimated available husk annually. This means your business in coir-fibre or product manufacture has a assured material base and priority in raw-material supply initiatives.
- Coir R&D & Incubation Centre: The policy provides for setting up an incubation, research and development centre (for example at Kudal in Sindhudurg) to pilot technologies, product innovations and capacity building in the coir sector. If you are innovating in coir-products, you can leverage R&D support.
- Training & Entrepreneurship Development: The policy supports training of entrepreneurs and workers in the coir industry (husks processing, yarn making, value-added product manufacture). For your enterprise, access to skilled workforce and subsidy for training can reduce your labour-cost and ramp-up time.
- Cluster Development & Common Facility Centres (CFCs): The policy emphasises setting up CFCs for fiber extraction, yarn making, processing, finishing of coir products especially in the Konkan coastal districts. If you locate in or partner with a cluster, you may benefit from shared infrastructure rather than investing everything individually.
- Incentives or Subsidies for Coir Units: The policy provides capital subsidies, reimbursement for exhibition participation, and benefits for units setting up coir-product manufacturing. As your enterprise, you can claim subsidies for eligible equipment or export promotion expenditures.
- Marketing Support: The policy allows for subsidies for participation in domestic and international exhibitions, setting up sales-centres, brand-promotion of coir-products from Maharashtra. You as a coir-product manufacturer can avail reimbursement for exhibition costs and establish visibility.
- Focus on Coconut-Growing Coastal Districts: Given the raw-material base, the policy gives priority to units in coastal districts like Sindhudurg, Ratnagiri, Raigad and Palghar. If your unit sets up in these areas, you likely get greater support or easier alignment with policy goals.

Eligibility Criteria
Who Can Apply:
- New coir fibre extraction units, coir yarn units, coir product manufacturing units located in Maharashtra.
- Expansion or modernisation of existing coir industry units in the state.
- Units located preferably in coastal districts and other designated areas where coconut husk availability is high, though state‐wide implementation is possible.
Who Cannot Apply:
- Units located outside the state of Maharashtra.
- Units not registered or not complying with registration/endorsement procedures as per policy guidelines.
- Units not engaged in the coir/ coir‐based manufacturing value chain (i.e., purely trading or service units).
Documents Required
- Firm‐registration certificate (or Udyam/MSME registration) of the unit.
- Land/lease deed and building plan (or factory premises proof).
- Detailed Project Report (DPR) including fixed capital investment, capacity, husk sourcing plan, employment generation.
- Machinery quotes/invoices for extraction/processing/ manufacturing units.
- Employment plan, training programme if applicable.
- Bank account details, PAN/GST certificates.
- Registration / endorsement from MSSIDC for coir policy benefits.
- Any other documents as per nodal agency checklist under the Coir Policy 2018.

Option 2: Government Process
- Register your coir manufacturing/processing unit under the relevant state nodal body (MSSIDC / DIC).
- Prepare detailed project report covering fixed capital investment, production capacity, employment, husk supply linkages.
- Submit the application form along with required documents to the nodal agency as per the policy notification.
- After approval, implement the project, and claim subsidy/incentive as per the policy guidelines.
Option 3: Offline Submission
If online portal is not available, submit hard copy of application and attachments at the District Industries Centre or MSSIDC office as per local jurisdiction, and track project status through the nodal body.
