Manipur Startup 2.0 Policy 2022
The Manipur Startup Policy 2.0 (2022) is implemented by the Department of Commerce and Industries, Government of Manipur through the Startup Manipur initiative. The revised policy was notified in 2022 with the objective of strengthening the startup ecosystem in Manipur for the period 2022–2027 (as per Office Memorandum dated 09 February 2023). The policy aims to promote innovation, entrepreneurship, and employment generation in the state by providing financial assistance, incubation support, and market access to startups.
If you are an MSME or startup based in Manipur, this policy provides seed funding, scale-up incentives, incubation grants, and special support for women and socially disadvantaged entrepreneurs. The scheme supports early-stage ideas as well as growth-stage enterprises to make Manipur a sustainable startup hub in the North-East region.
Key Features
- Recognition of Startups: Startups must register under Startup Manipur to avail benefits. Recognition ensures that your enterprise is officially listed under the state ecosystem and becomes eligible for financial and non-financial incentives.
- Seed Funding Support: Early-stage startups can receive financial support to convert innovative ideas into prototypes or Minimum Viable Products (MVPs). This reduces the burden of raising private funds in the initial stage.
- Scale-up / Growth Assistance: Startups with proven products/services can apply for growth capital assistance. This helps in expansion, hiring, technology upgrades, and market entry.
- Sustenance Allowance: Selected startups receive monthly sustenance allowance for a fixed period to manage operational expenses during the validation phase.
- Support for Incubators: Incubators established in Manipur are eligible for grants to develop infrastructure, mentoring programs, and startup support facilities.
- Incentives for Women & SC/ST MSME Entrepreneurs: Additional benefits and preference are provided to startups led by women and socially disadvantaged groups to ensure inclusive development.
- IP & Marketing Support: The policy reimburses costs for patent filing, trademark registration, and participation in exhibitions and trade fairs.
