Manufacturing of Footwear on vertical of Leather & Plastic under Gramodyog Vikas Yojana (GVY)
The Footwear Activity falls under Component II: Footwear Repairing/Manufacturing Programme under the “Hand-Made Paper, Leather & Plastic Industries ” vertical of the Gramodyog Vikas Yojana , which is part of the umbrella scheme Khadi Gramodyog Vikas Yojana . The scheme is run by the Khadi & Village Industries Commission under the Ministry of Micro, Small & Medium Enterprises of the Government of India. Its purpose is to enhance incomes of rural footwear-manufacturing / repairing artisans, to modernise their equipment and skills, to transform the craft into a more respectable micro-enterprise, improve product quality and market competitiveness - for you as an artisan or small unit looking to set up or upgrade footwear manufacturing. It benefits you can receive skill-upgradation training, modern tools/machines, tool-kits, and support to start or scale manufacturing or repairing of footwear within the village-industries category, thereby improving productivity, quality and income.
Key Features
- Skill upgradation training: The scheme provides residential/non-residential training in footwear manufacturing and repairing through recognised training institutes to impart design, pattern cutting, stitching, finishing etc.
- Distribution of machinery, tools and equipment: After training, beneficiaries receive modern machines/tool-kits for manufacturing/repairing footwear. This transforms the unit from manual, low productivity to more efficient production.
- Modernisation of traditional units: The objective is to make the footwear manufacturing/repairing activity more sustainable, profitable, and recognised as a viable economic activity - thereby reducing rural migration and enhancing self-employment.
- Inclusive eligibility: Priority is given to artisans belonging to SC/ST, women, unemployed youth, BPL category. Age group typically 18-55 years. One person per family eligible to ensure broader coverage.
- Repairing & manufacturing both supported: The scheme covers both manufacturing of footwear and repairing/servicing of footwear . Thus you may apply for repair-toolkit or full manufacturing machine set depending on need.
- One person per family and non-duplication clause: Only one beneficiary per family is eligible under KGVY/GVY for a given component and persons who have already availed benefits under another similar scheme are generally not eligible.

Who Can Apply:
- Indian citizen aged between 18 and 55 years.
- Valid Aadhaar or government-issued ID proof; valid address proof.
- One person per family is eligible under the scheme unless group/SHG model applies.
- Artisan willing to engage in footwear manufacturing/repairing under leather/plastic materials; or youth/unemployed who commit to undergoing training and using the equipment.
- Registered institutions, NGOs, FPOs, KVIC/KVIBs may identify beneficiaries.
Who Cannot Apply:
- Persons who have already availed similar subsidy/benefit under another government scheme for the same purpose are not eligible.
- Persons outside the age bracket (<18 or >55) or without valid identity/address proof.
- Non-Indian citizens.
- Applicants unwilling to engage in the activity or abide by scheme norms .
- If the applicant is already benefitting from another scheme that duplicates the support, they may be ineligible

- Age proof (to establish 18–55 years).
- Bank account details of the beneficiary.
- Self-declaration/undertaking that the applicant has not availed similar benefit under another scheme for the same activity.
- Project proposal or intent: mention intention to set up footwear manufacturing/repairing activity, item types , expected employment generation.
- For SHG/group: registration certificate of group/SHG, list of members, authorised signatory.
- Training acknowledgement and machine usage details .
Application Process for the Scheme

Option 2: Government/KVIC Process
- Visit the KVIC official website or field office to obtain the notification for the Footwear Manufacturing/Repairing programme under GVY in your state.
- Attend awareness/training camps conducted by KVIC/KVIB for selection of beneficiaries.
- Submit the application form along with required documents to the designated KVIC state/regional office.
- Upon selection, attend the training of about ~25 working days.
- After training, machinery and tool kits will be supplied, and you commence your footwear manufacturing/repairing unit.
- Comply with monitoring, use machines for the intended purpose, maintain records as required.
Option 3: SHG/Group Application Route
- A self-help group of artisans or group of youth may apply collectively for the manufacturing/repairing activity.
- Group application includes list of members, group registration, project plan for manufacturing unit etc.
- After selection and training, the group may receive shared tool kits or machines and begin the production/repair activity collectively.
