Incentive Scheme for MSMEs in Powerloom Sector - Work Force Welfare Assistance is a Government of West Bengal incentive implemented through the Department of Micro, Small & Medium Enterprises and Textiles, notified on 20 December 2021, and effective from 1 January 2022 to 31 December 2024.
The scheme aims to promote employment generation and reduce labour-related costs for MSMEs in the powerloom sector by reimbursing employer contributions towards EPF and ESI. For you as an MSME, this incentive lowers workforce expenses and encourages formal employment practices.

Financial Assistance
Eligibility Criteria
- Must be a Micro, Small or Medium Enterprise (Powerloom sector)
- Must be located in West Bengal
- Must have Udyam Registration
- Must have an approved project under the scheme
- At least 50% employees must be recruited from Employment Bank of West Bengal
- Must pay EPF and ESI contributions regularly
Additional conditions:
- Enterprise must not default on statutory payments
- Enterprise must comply with labour laws
Non-eligibility conditions:
- Enterprises not paying EPF/ESI
- Units not meeting employment criteria
- Incomplete or unverifiable records
