Mukhyamantri Mahila Utkarsh Yojana
Mukhyamantri Mahila Utkarsh Yojana is an initiative of the Government of Gujarat. The scheme aims to empower women in Gujarat by providing interest-free loans and promoting economic self-reliance through women’s Self-Help Groups and Joint Liability Earning & Saving Groups . The benefit for you as a woman entrepreneur is access to special financial assistance at zero interest, enabling you to start or expand business activities without heavy cost of credit.
Key Features
- Interest-free loans up to ₹ 1 lakh: Under MMUY, each women’s group is eligible for a loan of up to ₹ 1,00,000 with zero per cent interest rate, with the State bearing the interest cost to the bank.
- Joint Liability Earning & Saving Groups : The scheme mandates formation of groups of women to qualify; this group is jointly liable for the loan and for savings/earning activity. This structure helps peer support and reduces risk.
- Rural & Urban coverage: The scheme envisages formation of 50,000 JLEGs in rural areas, and 50,000 in urban areas, totalling 1 lakh groups over time.
- Government pays interest: Though the loan is interest-free to the borrower, the government pays the interest component to the bank, making the scheme truly zero-interest for women entrepreneurs.
- Eligibility for women, Gujarat residents: Only women residents of Gujarat and groups under SHGs/JLEGs are eligible. This ensures targeted benefit for women’s empowerment.
- Simplified collateral/processing: The scheme is designed to reduce barriers for women to access credit: minimal collateral, easier group loans, and links with banks/co-ops for disbursement.
- Online portal/tracking: A dedicated portal was launched for MMUY for registration, group formation, tracking loan status and transparency.

Eligibility Criteria
Who can apply:
- Applicant must be a woman and a permanent resident of Gujarat.
- The applicant must be part of a Joint Liability Earnings & Savings Group of 10 women.
- Age requirement: Minimum age generally 18 years.
- The business proposal should be viable for self-employment or expansion of small enterprise.
Who cannot apply:
- Men are not eligible – scheme is exclusively for women.
- Women who are not permanent residents of Gujarat may not be eligible.
- Women not part of a recognized group may not be eligible.
- Businesses that do not meet the small scale / self-help group model may be outside scope .
Documents Required
- Identity proof.
- Proof of residence in Gujarat.
- Group formation certificate for JLESG .
- Business plan / proposal.
- Bank account details of group or borrower.
- Any self-help group / SHG registration or group endorsement letter.
- Possibly age proof of applicants .
- Any additional documents as per bank/loan sanction agent.

Option 2: Apply directly via Government Portal
- Visit the official MMUY portal of Gujarat.
- Register your JLESG or identify your group; fill the application for interest-free loan up to ₹1 lakh.
- Submit required documents . After verification, the loan sanction process begins.
- Once sanctioned, loan is disbursed and beneficiary group starts business activity.
- Monitor business progress and repayment through group model as per scheme.
Option 3: Liaise via Local Women Development / SHG-Support Agency
- Contact the local women & child development or rural livelihood promotion authority for guidance.
- Get assistance in forming JLESG, preparing business plan, getting bank linkage, and applying under the scheme.
- Use support counselling/training if provided under the scheme for successful business start.
