National Manufacturing Competitiveness Program (NMCP)
The National Manufacturing Competitiveness Programme is a central‐sector initiative run by the Ministry of Micro, Small & Medium Enterprises , Government of India. It was initially conceptualised for the period starting around 2007-08 with the purpose of enhancing the global competitiveness of micro, small & medium manufacturing enterprises by supporting various interventions such as technology upgradation, quality improvement, innovation, design, marketing, ICT adoption, etc. By your business participating under NMCP, you can benefit through targeted supports that make your manufacturing operations stronger, more efficient and better placed for both domestic and export markets.
Key Features
- Multiple component‐schemes addressing different competitiveness dimensions: Under NMCP there are many sub‐schemes that together cover broad areas affecting MSME competitiveness.
- Focus on manufacturing MSMEs’ value chain: quality, technology, design, ICT, marketing: The scheme recognises that manufacturing competitiveness is not just about raw materials or labour, but about adopting quality management standards , using ICT tools, design capability, marketing, etc.
- Support via shared‐cost or partial financial assistance for specific interventions: Many of the sub‐schemes provide assistance for awareness/training, adoption of standards, design projects etc. For example, the IPR component provides financial assistance for awareness programmes, pilot studies, etc.
- Encouragement of clusters, group of units or SPVs to benefit from interventions: Implementation of scheme components often happens via clusters of MSMEs or groups of units, so that scale and shared facilities can be achieved.
- Institutional mechanism via the Office of DC, industry associations and implementing agencies: The scheme is administered by the DC and implemented via various agencies; the scheme web-page outlines that the challenges for MSMEs are addressed via this programme.

Eligibility Criteria
Who can apply:
- Registered manufacturing MSMEs as per MSME definitions, looking to upgrade technology, quality, design, ICT, lean systems.
- Industry associations, technical institutions, incubators, clusters, SPVs working with groups of MSMEs under specific sub-schemes .
Who cannot apply:
- Entities not registered under MSME definitions or not in manufacturing sector may not be eligible for certain sub-schemes.
- Projects outside defined components (for example if they don’t adhere to sub-scheme guidelines) may not qualify.
- Units failing to fulfil terms of application, such as cluster formation, or missing required shares or matching contributions may be disqualified.
Documents Required
- Registration certificate of MSME unit and manufacturing licence/plant details.
- Project proposal allied to the chosen sub-scheme .
- Cost estimates, budgets, vendor quotes .
- Past financials of the unit/association.
- For cluster applications: SPV formation documents, MoU of cluster units, baseline survey.
- Implementation schedule, monitoring & evaluation framework.
- Bank account details for grant/subsidy disbursement.

Option 2: Government Process via MoMSME / MSME-DI / Nodal Agencies
- Identify the relevant sub-scheme under NMCP as per your business need.
- Prepare required documentation: proposal, audit/diagnostic study , business plan, cost-benefit, cluster/SPV .
- Submit the application via designated nodal agency as per scheme guidelines.
- On approval, implement the intervention, monitor progress, submit utilisation certificates and reports as required.
- Under certain sub-schemes, the unit or cluster must contribute matching share or bear part of the cost as per guidelines.
Option 3: Via Industry Association / Cluster Partner
If you are part of a manufacturing cluster or industry association, coordinate with the association or SPV of cluster to apply collectively under the relevant component of NMCP.
