North East Special Infrastructure Development Scheme (NESIDS)
The North East Special Infrastructure Development Scheme is implemented by the Ministry of Development of North Eastern Region , Government of India. It was introduced from 2017-18 onwards and continues as a key support scheme for the North Eastern Region . The purpose of NESIDS is to fund infrastructure projects that fill critical gaps in sectors such as road connectivity, water supply, power, tourism, health, schools, and other social and economic infrastructure. The scheme provides 100% central funding for eligible projects and benefits the region by improving connectivity, public services, and livelihood opportunities for local enterprises, including MSMEs and new businesses.
Key Features
- 100% central funding for eligible infrastructure projects in the North East: The scheme fully funds approved projects without requiring state share. This reduces financial burden on states and accelerates project execution. As an enterprise, you may indirectly benefit from improved infrastructure and faster project rollout.
- Support for both physical and social infrastructure sectors: NESIDS covers road construction, bridges, water supply networks, power distribution, education facilities, and healthcare infrastructure, helping enhance the region’s socio-economic development.
- Focus on connectivity, power, water supply, health, and education: The scheme prioritises critical needs such as rural and urban connectivity, drinking water systems, healthcare centres, and schools to bridge developmental gaps in remote districts.
- Special emphasis on livelihood-enhancing and growth-oriented projects: Projects that improve tourism, handicrafts, agri-value chains, or community assets are encouraged, as they directly support economic activity, local employment, and MSMEs.
- Projects proposed by State Governments and approved by MDoNER: State governments identify needs and submit Detailed Project Reports, which are assessed and approved by empowered committees under MDoNER.
- Supports gap-filling where no similar central scheme exists: NESIDS is designed to avoid duplication, so it funds projects not covered under any other existing central scheme, ensuring efficient resource utilisation.

Eligibility Criteria
Who can apply:
- Projects must be located in one of the eight North Eastern States: Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, Sikkim.
- State Government departments or approved state-level implementing agencies can submit proposals.
- Projects must fall under physical or social infrastructure categories as defined by the scheme.
- Projects must not duplicate or overlap with existing centrally sponsored or central sector schemes.
- Land for the project must be available and free from legal disputes.
- DPR must be technically sound, financially viable, and aligned with state priority plans.
Who cannot apply:
- Projects located outside the NER.
- Projects requiring land acquisition as part of the project cost (such costs are not supported).
- Projects already funded under another central scheme.
- Purely private-sector standalone projects without state sponsorship.

Option 2: Official Government Route
- State Government prepares a Detailed Project Report (DPR).
- Submit proposal to MDoNER / NEC via the state’s Planning/Development Department.
- Screening by MDoNER/NEC for:Feasibility & economic viability, Gap-filling relevance, Technical soundness and Alignment with NESIDS focus areas
- Approved proposals go to the Project Steering Committee (PSC).
- Funds released in phases based on UC, progress reports & physical milestones.
Option 3: Central Ministry-Led Projects
Ministries executing NE infrastructure projects may apply for NESIDS support to supplement or fill funding gaps.
