Payroll Subsidy
The Payroll Subsidy Scheme is run by the Government of Tamil Nadu, through its MSME Department under the State’s MSME policy framework. It is designed to reduce employment cost burdens for eligible enterprises by reimbursing wage-related contributions for new employees. You as an MSME can benefit by hiring more employees (especially under the eligible categories), and getting government support on payroll costs which improves your cash-flow and reduces risk when scaling up.
Key Features
- Reimbursement of employer’s EPF contribution for first three years: Under the core scheme you receive reimbursement of the EPF portion you pay for your employees (i.e., employer share) for up to three years. This helps reduce your labour cost burden in the important early years of operation.
- Maximum cap per employee per annum: There is a defined ceiling of reimbursement per employee (for example, up to ₹24,000 per employee per annum) so you can plan accordingly for budgeting and hiring.
- Targeted enterprise eligibility by location/category: The scheme distinguishes between micro units (eligible anywhere in Tamil Nadu) and small/medium units set up in particular backward or agro-based blocks for the subsidy; this means your business location matters for benefit eligibility.
- Inclusive payroll subsidy (10% of salary cost) for special categories (women/differently-abled/transgender): A newer incentive version offers a subsidy amounting to ~10% of salary costs when you employ women, differently-abled, or transgender persons in manufacturing units, thereby promoting inclusive employment alongside cost support.
- Online application & tracking via single window portal: The process is integrated via the State MSME portal / district industry centres, enabling your business to apply, submit documents, track status and follow up with one-stop support.

Eligibility Criteria
Who can apply:
- New manufacturing units in Tamil Nadu or units meeting defined “high paying jobs” criteria as per state policy.
- Units that employ eligible employees: women, differently-abled persons, transgender persons (for the special focus scheme) domiciled in Tamil Nadu.
- Units that meet minimum job-creation thresholds (for example, creation of a specified number of direct jobs).
Who cannot apply:
- Units that have already availed structured assistance under certain past policies (for the inclusive hiring variant).
- Employers hiring ineligible categories of employees (i.e., outside the defined group(s) or not domiciled in Tamil Nadu).
- Units not registered with the requisite authority (e.g., MSME registration/Industries Department registration) or operating without valid approvals.
- Units which do not fulfil the “new” or job-creation criteria as per the scheme, or those existing units that do not qualify under expansion norms (unless explicitly allowed).
Documents Required
- Enterprise registration certificate (e.g., MSME registration) or equivalent industry registration.
- Details of the unit: address, date of commencement (or proposed), category (micro/small/medium or large as per unit size).
- Employment plan: number of eligible employees to be hired, category of employees (women, differently-abled, etc.).
- Payroll details: proposed basic wages/salary, structure, proofs of employment creation.
- Copy of recent salary/wage sheets or employment contracts (as applicable).
- Bank account details of the enterprise for subsidy disbursement.
- Any scheme-specific declaration or self-certification regarding eligibility of employees.
- Copies of relevant government approvals/clearances (if required).

Option 2: Government Portal / Online Application
- Visit the official portal for Tamil Nadu MSME/Industries incentives (e.g., the “Payroll Subsidy” page on MSME Tamil Nadu website).
- Register your enterprise if not already done, and login.
- Under the “Incentives” or “Payroll Subsidy” section, select the application form for the payroll subsidy scheme.
- Fill out the form with details of the unit, proposed hiring/employees, salary-structure, job creation plan, etc.
- Upload required documents.
- Submit the application; after sanction and verification of employment and payroll, subsidy will be disbursed as per the scheme’s terms.
Option 3: District/Office Submission
- For some districts, you may approach the local District Industries Centre (DIC) or the regional office of the MSME Department.
- Collect the application form and guidelines.
- Submit the form with physical copies of documents and follow up with your district nodal officer.
