PM-DevINE
The PM-DevINE scheme is a Central Sector initiative announced by the Ministry of Development of North Eastern Region , Government of India, as part of the Union Budget 2022-23. It was approved by the Union Cabinet on 12 October 2022. The scheme has a total outlay of ₹ 6,600 crore for the four-year period from 2022-23 to 2025-26. Its purpose is to fund infrastructure, social development and livelihood-oriented projects in the North Eastern Region of India, with special focus on youth, women and filling sectoral gaps. Key Features
- 100% Central funding : Because the scheme is fully funded by the central government, there is no requirement for state contribution towards project cost. This lowers the funding burden on implementing agencies and can speed up project sanction.
- Focus on convergent infrastructure aligned with PM-GatiShakti: The scheme emphasises projects which bring together multiple infrastructure types and ensures that the infrastructure you develop or invest in has synergy with larger national connectivity frameworks.
- Support for social development and livelihood activities for youth and women: Your enterprise - if focused on employment creation, skills training, women-centric livelihoods, or MSME set-ups engaging youth/women — may become eligible under such projects.
- Scheme addresses development-gaps across sectors in the NER: Because the scheme explicitly fills in gaps, business ideas that are innovative in underserved sectors in NER states may be given preference.
- Project size limits and annual allocation: Each project under the scheme must fall within defined cost ceilings (for example minimum ~₹ 20 crore and maximum ~₹ 500 crore as per guideline) and will be selected on annual basis by the Empowered Committee.

Eligibility Criteria
Who can apply:
- Implementing agency: Central ministries/departments, state governments of North-Eastern states, or their implementing agencies.
- Projects must be located in the North Eastern Region states.
- Projects must address one or more of the scheme’s objectives: infrastructure, social development, livelihood , or gap filling in sectors.
- Projects should meet the minimum cost criteria and be conceptually viable.
Who cannot apply:
- Projects already covered under other identical or overlapping central schemes may not be considered under PM-DevINE if they duplicate benefits.
- Projects involving land acquisition, relief/rehabilitation cost may be excluded.
- Projects solely for individual benefit may not qualify.

- Concept note/project-proposal with cost, timeline, impact assessment
- Demand/No objection certificates from state government implementing agency
- Implementation agency details
- Detailed Project Report including financial & physical milestones
- Land/lease documents excluding cost of land acquisition/rehabilitation
- Employment/livelihood plan especially for youth and women
- Compliance certificates or clearances if required
- Monitoring & evaluation plan including third-party audit arrangements

Option 2: Official Route
- Prepare Detailed Project Report aligned with PM-DevINE components.
- Submit proposal to State Government, MDoNER, or NEC as applicable.
- NEC/MDoNER screens projects based on: regional priority, impact potential, feasibility & readiness and absence of overlapping central funds
- Approved projects are forwarded to the Project Steering Committee.
- Once sanctioned, funds are released in instalments based on progress reports, utilisation certificates, and monitoring by NEC.
