Launched in 2008-09, the Powerloom Cluster Development Scheme (PCDS) is a flagship initiative of the Ministry of Textiles, Government of India. The scheme initially targeted two major clusters that are Bhiwandi (Maharashtra) and Erode (Tamil Nadu), each having more than 5,000 looms. • You get access to core infrastructure like roads, power supply, water, drainage, streetlights, and waste management within your cluster.
• You can use Common Facility Centres (CFCs) for pre- and post-weaving processes, which include advanced machinery and shared services.

Financial Assistance Offered Under the Scheme

Mode of Assistance:

Financial support is provided as a grant (not a loan) to the Special Purpose Vehicle (SPV) for eligible components, with a ceiling of ₹70 crores per cluster.

Financial Assistance Allocations:

• Total Project Cost: Up to ₹100 crores per cluster.
• Total Government of India (GOI) Grant per Cluster: Up to Rs. 70 crore (maximum 40% of the project cost).
• Private/Additional Assistance: The remaining ₹30 crores (or 60% of the project cost) must be raised by the Special Purpose Vehicle (SPV) through private equity, stakeholder contributions, or by using funds from other Central/State Government schemes. (like Scheme for Integrated Textile Parks-SITP, Technology Upgradation Fund Scheme-TUFS, etc.)
• Release of Funds: In 4 installments, 30%, 30%, 30%, and the final 10% after project completion.

Eligibility Criteria for the Powerloom Cluster Development Scheme

Eligibility

• You must be part of a Special Purpose Vehicle (SPV), which is a legal entity (preferably a company) formed by stakeholders in your cluster.
• Your SPV should include leading manufacturers, suppliers, buyers, weaver associations, cooperatives, or Self Help Groups.
• Your cluster should have at least 5,000 powerlooms and a strong local skill base.
• Your SPV should be ready to raise 60% of the project cost (including land cost).
• The majority of equity in your SPV should be with weavers or their associations/cooperatives/SHGs.

Non-Eligibility

• You are not eligible if you are not part of a registered SPV.
• You cannot apply if your cluster has fewer than 5,000 powerlooms.
• You are not eligible if your SPV cannot raise its share (60%) of the project cost.
• You cannot use the grant for land purchase or civic amenities
