R&D Reimbursement Scheme
The R&D Reimbursement Scheme is implemented by the Department of Information Technology, Government of Goa under the Goa Start-up Policy 2017. The scheme was introduced to encourage startups in Goa to undertake research and development (R&D) activities, innovation, and product development. It came into effect with the notification of the Goa Start-up Policy and remains applicable as per the policy guidelines issued by the Government of Goa. The main purpose of this scheme is to reduce the financial burden on startups undertaking R&D by reimbursing a portion of the expenses incurred on research, prototype development, testing, and innovation activities. Eligibility Criteria
To avail benefits under the scheme:
- The applicant must be a startup certified by the Startup Promotion Cell (SPC) under the Goa Start-up Policy.
- The startup must be registered and operating in Goa.
- The startup must be involved in research, innovation, or product development activities.
- The bank accounts of directors must be linked to Aadhaar.
- Only expenses incurred after notification of the Goa Start-up Policy 2017 are eligible.
- The Startup Promotion Cell must verify and approve the R&D expenditure.

- Startup Certificate issued by Startup Promotion Cell (SPC)
- Detailed report of Research & Development activity
- Proof of R&D expenditure (invoices, bills, receipts)
- Proof of payment for the R&D activities

- Approval and Sanction - If the application is approved, a sanction order is issued.
- Disbursement of Amount - After approval, the reimbursement amount is disbursed to the startup’s bank account.
