Reimbursement of Land Conversion Fee for MSMEs - Karnataka
This incentive is offered by the Government of Karnataka through its Department of Industries & Commerce under the Karnataka Industrial Policy . The purpose of the scheme is to reimburse the fee paid for converting agricultural land into non-agricultural/industrial use by an eligible MSME unit. For your business as an MSME in Karnataka, the benefit is that you can obtain reimbursement of the land conversion fee, thereby reducing the upfront cost of acquiring and converting land for industrial purpose.
Key Features
- Reimbursement of land conversion fee paid to convert land into non-agricultural or industrial use: This means that when you as an MSME convert a piece of land into a use for your industrial unit (factories/plant etc.), the state will reimburse the fee you pay for land-use conversion.
- Zonal benefit differential for MSMEs: The policy divides the state into zones based on development. For backward zones the reimbursement percentage is higher (100 %). In more developed zones the benefit may be lower or nil.
- Applicable after commercial production or when unit is approved as per policy: The reimbursement is generally available once the unit is established, production commenced, and policy conditions are met; it is not always for mere land conversion alone without industrial unit set-up.
- Eligibility restricted to micro, small, and medium enterprises located in Karnataka: The benefit is targeted to MSME units in Karnataka, as defined under the policy and as located in the zones as per state classification.
- Combined with other concessions like stamp duty exemption, concessional registration charges: This reimbursement is part of a broader package of incentives for MSMEs under the industrial policy; you may avail multiple concessions in one project such as stamp duty exemption, registration charge reduction, etc.

Eligibility Criteria
Who can apply:
- Enterprises registered as Micro, Small or Medium under the applicable definition, located in Karnataka.
- Industrial units that convert land for industrial use and set up production in the defined policy period.
- Units located in defined zones as per Karnataka classification.
- Payment of land conversion fee for conversion of agricultural land into industrial use.
Who cannot apply:
- Units in Zone 3 may get NIL reimbursement or lesser percentage (the policy states “nil subsidy” in some cases) for Zone 3.
- If the land conversion is done but the industrial unit is not set up or production hasn’t commenced as required, reimbursement may not be allowed.
- Enterprises outside Karnataka or not meeting MSME registration or not in the eligible zone classification would not qualify.

Option 2: Via Single Window / District Industries Centre
- Register your enterprise under Udyam/MSME and ensure zone classification under the Karnataka industrial policy.
- Convert land and pay conversion fee; keep receipt/records of payment and conversion order.
- After commercial production begins, apply for reimbursement to the nodal agency with evidence of payment and production commencement.
- The nodal agency verifies documents, zone eligibility and production status; once approved, reimbursement of the conversion fee is released.
Option 3: Via Bank / Financial Institution Assistance
- While arranging industrial land and conversion, inform your bank/lender or apply concurrently for land conversion reimbursement benefit.
- The bank may assist in documentation to the state nodal department, ensuring you meet policy conditions and track the application for reimbursement after commercial production.
- Once verified, you can reclaim the conversion fee element which improves your cash-flow position.
