RKVY RAFTAAR
RKVY-RAFTAAR is a centrally-sponsored programme under the Rashtriya Krishi Vikas Yojana umbrella, implemented by the Ministry of Agriculture & Farmers’ Welfare, Government of India. It was approved for the period 2017-18 to 2019-20 with the purpose of making agriculture and allied sectors more remunerative, boosting investments in infrastructure, entrepreneurship and agribusiness ecosystem. Key Features
- Focus on agribusiness incubation and start-ups under R-ABI : One of the key features is creation and strengthening of agribusiness incubation centres which support start-ups, provide seed funding, mentoring and market linkages.
- New and existing infrastructure development in agriculture & allied sectors : The scheme supports schemes aimed at improving infrastructure for agriculture & allied sectors such as storage, processing, logistics, cold-chains, equipment etc. thereby increasing value addition and reducing loss.
- Funding support for seed/idea/pre-seed stage agri-start-ups: Under R-ABI, seed/idea/pre-seed stage funding is available for agripreneurs who are incubated in the R-ABI ecosystem and working on viable models.
- States have flexibility to plan and invest under agreed Annual Action Plans : The scheme allows States to prepare their own action plans and submit proposals under RKVY-RAFTAAR for central grant.
- Emphasis on value-addition, processing, allied sectors, agri-entrepreneurship and innovation: The scheme shifts from just production to value-addition, diversification, allied sectors , encouraging innovation in agri-business.
- Grant assistance through central share for initiatives approved under RKVY-RAFTAAR: Central funding via grants is provided for approved projects under the scheme, subject to state and implementing criteria.

Eligibility Criteria
Who can apply:
- Start-ups/incubatees must be registered legal entities in India and incubated at R-ABI for minimum duration.
- Projects/initiatives submitted by States under their Annual Action Plans approved by the Scheme.
- The startup should not be a subsidiary of foreign multinational; must meet Indian startup definition under DPIIT.
Who cannot apply:
- Entities not based in India or foreign-owned subsidiaries are not eligible.
- Projects that started before obtaining approval under scheme may not qualify.
- For start-ups already receiving other seed supports/upscaling outside the ecosystem may not be eligible for repeat seed funding under this scheme.
Documents Required
- Registration/incubation certificate of start-up in R-ABI.
- Business plan, budget, milestones, proof of incubation.
- Legal entity incorporation certificate, KYC of promoters.
- For infrastructure projects: DPR , budget, state plan approval, land/documents.
- Utilisation certificates and progress reporting.

Option 2: Official Route
- Visit the official RKVY–RAFTAAR portal or the website of any R-ABI incubator.
- Choose the funding category: Idea Stage / Seed Stage.
- Submit application with pitch deck, prototype details, and startup documents.
- Shortlisted startups attend pitching/evaluation before the Selection Committee.
- Selected startups sign agreements; funds released in tranches.
Option 3: State-Level Projects
- States apply through State Agriculture Departments for infrastructure, innovation and value-chain projects.
- Proposals are evaluated and approved by the State Level Sanctioning Committee.
