Scheme for Enhancement of Technical competence and Manpower
The Scheme for Enhancement of Technical Competence and Manpower provides government assistance to educational/training institutes and industry-partners in Gujarat so as to develop industry-responsive technical manpower, upgrade training infrastructure, and link academic institutions with industry needs. It is implemented by the Centre for Entrepreneurship Development (CED) and the Industries & Mines Department, Government of Gujarat.
Key Features
- Anchor Institutes, Nodal Institutes, Host Institutes model – The scheme sets up an ecosystem of training by establishing/authorising “Anchor Institutes” (state-level), which then coordinate “Nodal Institutes” (regional) and “Host Institutes” (training delivery) in focused sectors.
- Four scheme sub-components / tracks –
- Establishing Anchor Institutes in focused sectors (engineering, chemicals, textiles, gems & jewellery, etc),
- Running industry-responsive courses in existing ITIs/Polytechnics/Engineering colleges under industry linkages,
- Setting up Extension Training Centres in industrial estates / clusters / SEZs,
- Setting up Specialised Skill Development Centres for advanced technologies/management in identified emerging sectors.
- Financial assistance for equipment, operating costs, training development – The scheme provides capital expenditure support (for equipment, refurbishing) and operating expense support for institutes, with varying percentages over years. For example, equipment cost reimbursement and operating cost support (100% first two years, 75% third, 25% fourth).
- Focus on large scale impact: manpower numbers & industry linkage – The scheme envisages training 2 lakh persons annually (in later years) and aligning courses with industrial needs, updating curriculum, benchmarking with national/international standards.
- Sector-specific orientation – The scheme identifies “focused sectors” where manpower shortage is acute: engineering, chemicals, textiles, garments, plastics, gems & jewellery, infrastructure etc. Anchor institutes and course design target these.

Eligibility Criteria
Who Can Apply:
- Educational/training institutions in Gujarat (e.g., engineering colleges, polytechnics, ITIs) that wish to become Anchor, Nodal or Host Institute under the scheme.
- Industry associations, developers of industrial parks, or clusters that propose to set up Extension Training Centers in GIDC estates or industrial parks.
- Projects in sectors identified for focus (chemicals, garments, textiles, engineering, etc.) that address manpower/skill gaps.
Who Cannot Apply:
- Institutions/centres located outside the State of Gujarat.
- Proposals not aligned with industry-responsive training or outside the focus sectors defined by the scheme.
- Applications that do not follow the selection criteria laid out or apply for reimbursement for ineligible cost components (e.g., land cost excluded) under scheme guidelines.
Documents Required
- Institute registration certificate (engineering college, polytechnic, ITI etc.).
- Proposal detailing sector, training courses, number of trainees, industry linkage, budget for equipment etc.
- Audited financial statements of the institute (if existing).
- Board/Management resolution approving the proposal.
- Details of industry partners / associations to be involved (for PPP models).
- Cost estimate of machinery/equipment and operational costs (as applicable) for the training project.
- Bank account details for subsidy disbursement.
- Undertaking/declaration as specified in the GR (e.g., no duplicate subsidy availed).

Option 2: Government Application via CED / Industries Commissionerate
- Visit the website of the Centre for Entrepreneurship Development (CED), Gujarat or Industries Commissionerate.
- Download relevant application form under “Scheme for Enhancement of Technical Competence and Manpower”.
- Prepare project proposal (training programmes, sector focus, manpower targets, budget estimate).
- Submit application along with necessary documents to CED; CED forwards to State Level Approval Committee.
- After selection/approval, implement training centre as per plan; reimbursement or subsidy disbursed as per guidelines.
Option 3: Through Local District / Skill Development Cell
- Approach your nearest District Industries Centre (DIC) or the Skill/Training cell in your area.
- Obtain guidance on scheme applicability for your institute or cluster training centre.
- Submit application and track through DIC until sanction and disbursement.
