Scheme for relief and concessions to the viable Sick Industrial Enterprises registered with BIFR/ GBIFR
If your industrial enterprise in Gujarat is registered with the Board for Industrial and Financial Reconstruction or the state-level Gujarat Board for Industrial and Financial Reconstruction as a “sick industrial unit”, you may benefit from this scheme run by the Industries & Mines Department, Government of Gujarat. The purpose of the scheme is to rehabilitate viable sick industrial enterprises by providing relief and concessions so that productive assets can be revived and non-productive assets converted into productive use. The benefit for your business is that you can obtain concessions such as deferment of statutory dues, relief from interest/penalty, special financing treatment, etc. which reduce your financial burden and help revival.
Key Features
- Registration requirement: Your enterprise must be recognised as a sick industrial unit registered with BIFR or GBIFR—so that the revival scheme applies.
- Viability criterion: Not all sick units qualify; only those found capable of revival are eligible for relief.
- Relief & concessions: The scheme covers many reliefs: for example deferment of sales tax, electricity duty; exemption from minimum power charges; labour settlement facilitation; permission to mortgage land etc.
- Loan restructuring / rehabilitation package: A formal package outlining restructuring of liabilities, fresh investment plan, repayment schedule is required, and once approved, reliefs are granted.
- Settlement options for dues: For outstanding dues to state/PSUs etc, there are time-bound settlement plans with remission of interest/penalty if amounts are paid within certain months from sanction.

Eligibility Criteria
Who Can Apply:
- Enterprises registered as “sick industrial companies” with BIFR or GBIFR in Gujarat.
- Units that have suffered erosion of net worth due to accumulated cash losses (commonly 50% or more) and have been in commercial production for at least a certain period (often ≥2 years).
- Eligible units that have submitted a rehabilitation plan and obtained approval under BIFR/GBIFR for revival.
Who Cannot Apply:
- Enterprises that are non-viable - the scheme is only for viable sick units.
- Units whose debt/resolution status is already closed or for which state concessions have been fully availed under other specific schemes for same dues.
- Enterprises outside Gujarat or not under BIFR/GBIFR registration or not fulfilling the sick enterprise criteria of the scheme.
Documents Required
- Audited financial statements (last 3–5 years) showing net worth erosion and cash loss.
- Registration certificate with BIFR/GBIFR.
- Rehabilitation plan/DTO package approved by appropriate authority.
- List of outstanding dues to banks, state government departments, PSUs, electricity providers etc.
- Bank sanction letters for restructuring or fresh finance.
- Application form + declaration of viability under scheme criteria.
- Proof of commercial production commencement as required.

Option 2: Government Application via Industries Commissionerate
- Obtain registration with BIFR/GBIFR as a sick industrial enterprise.

- Submit formal application to the Industries & Mines Department, Gujarat, under the scheme for relief & concessions.
