Scheme of Information, Education and Communication
This scheme is administered by the Ministry of MSME, Government of India. It aims to create awareness and information dissemination about the various schemes, benefits, assistance and opportunities available for micro, small and medium enterprises, including first‐generation entrepreneurs, weaker sections, women, scheduled castes/scheduled tribes, etc. By promoting wide publicity and targeted campaigns, your business can become aware of available support, apply for relevant programmes, and thereby better leverage government assistance for growth.

- Wide publicity and communication of MSME-schemes and benefits: The scheme is designed to ensure that the many schemes of the Ministry and the Office of DC reach entrepreneurs, existing and prospective, so that you can know about financial assistance, infrastructure support, technology upgradation, market linkages etc.
- Targeted campaigns for specific groups and weaker sections: Specific efforts are made to reach out to women entrepreneurs, SC/ST entrepreneurs, micro units, rural units, first-generation entrepreneurs so that the scheme benefits inclusive growth.

- Monitoring and evaluation of outreach effectiveness: The scheme emphasizes that publicity and communication efforts should be evaluated for reach, need based targeting, cost effectiveness and correction of gaps.

Eligibility Criteria
Who can apply:
- Implementation is done via the Media Cell of MoMSME and its designated agencies. The scheme invites proposals from media agencies, PR agencies, consultants, and implementing partners for carrying out IEC campaigns under the ministry’s direction.
Who cannot apply:
- Individual MSME units seeking direct production subsidies cannot apply under this scheme for business assistance the scheme is purely for awareness, publicity and communication.
- Campaign proposals that do not align with the objectives may be disqualified.
Documents Required
- Campaign proposal: objectives, target audience, media plan, budget, timelines.
- Credentials of agency: past work, registration, staff profile.
- Media quote/estimates for print, audio-visual, outdoor etc.
- Undertaking that campaign will align with MSME schemes and target inclusive segments .
- Post-campaign report/impact assessment certificate.
- Bank account details of agency for payments.

Option 2: Government Process via MoMSME Media Cell
- Media Cell of MoMSME publishes “Guidelines of IEC Scheme” and invites proposals/campaigns from agencies.
- Agencies prepare campaign proposals aligned with objectives and submit them to Media Cell via prescribed format.
- Screening Committee (consisting of Joint Secretary , Director/Deputy Secretary etc.) reviews proposals.
- Upon approval, work orders are issued, implementation begins as per media plan.
- Impact assessment and post-campaign report submitted; funds released as per approved plan.
Option 3: Via State/UT Coordinators or Field Offices of MSME
Some campaigns may be co-ordinated with State Directorates or the Office of DC for localised outreach; agencies may work via these channels.
