Scheme of Surveys, Studies and Policy Research
The Scheme of Surveys, Studies and Policy Research is a Central-Sector scheme of the Ministry of MSME. It is designed to regularly collect, analyse and use empirical data and conduct analytical studies on the MSME sector so that evidence-based policy interventions can be formulated. The scheme enables the government to understand constraints faced by MSMEs, their opportunities, and the impact of existing policies and measures. Key Features
- Regular data collection across MSME sector: The scheme covers collection of primary and secondary data on various aspects of MSMEs to build a robust database.
- Empirical studies on constraints, challenges & opportunities for MSMEs: It focuses on analysing issues such as credit flow, sickness of units, technology upgradation, export/marketing, regional disparities and micro-enterprises, especially in less-developed regions.
- Evaluation of existing MSME-schemes and policies for corrective action: The scheme supports evaluation of how existing MSME programmes are performing, what changes are needed, and thereby ensures scheme effectiveness and relevance.
- Support for policy research and formulation of new measures: Results of surveys/studies feed into policy research, helping the government design new strategies, interventions and regulatory reforms for MSME sector.
- Merged scheme framework covering both data-survey and policy research components: Under the revised guidelines , the scheme is merged with the “MSME Data Survey Scheme” of the Office of DC to form a broader SS&PR scheme.

Eligibility Criteria
Who can apply:
- Research institutions, universities, autonomous bodies, consultancy organisations or think-tanks are eligible.
- Empanelled organisations: Interested agencies/institutions can apply for empanelment under the scheme in the prescribed format.
Who cannot apply:
- Entities not eligible under the specified list of institutions/organisations in the guideline may not qualify.
- Proposals from bodies not meeting the technical capability or experience criteria may be rejected.
- Studies/surveys commenced before obtaining approval under scheme may be disallowed or not funded.
- Projects lacking clear Terms of Reference or failing to submit required deliverables may incur penalties or funding forfeiture
Documents Required
- Empanelment application as per MoMSME format
- Proposal for survey/study: specifying objective, scope, methodology, timeline, deliverables, institution profile, experience.
- Terms of Reference document as per LOI/RFP.
- Financial bid and cost estimates for the assignment.
- Agreement signed with MoMSME and related documentation.
- Periodic progress reports, draft report, final report, hard/soft copies, summary.
- Budget, invoices/institution cost breakdown.
- Bank account details of the applicant institution for payments.
Application Process for the Scheme
Option 1: Apply with Bullit

Option 2: Government Process via MoMSME
- Review the latest Revised Guidelines of SSPR and check eligibility, scope, selection process.
- If your institution is not already empanelled, apply for empanelment via the prescribed format .
- When MoMSME issues a “Letter of Invitation ” / “Request for Proposals ” for a survey/study, submit your detailed proposal including Terms of Reference , methodology, past experience, financial bid.
- On selection by the Steering Committee & Scrutiny Committee, sign agreement, perform the study as per timeline, deliver outputs , and receive payments in instalments (40 % first, then 35 % on draft submission, 25 % on final)
Option 3: Through Collaboration/Consortium
Institutions may form consortiums or collaborate to respond to MoMSME-RFPs under this scheme and combine expertise.
