Solar Energy Scheme for Powerlooms
This scheme is administered by the Ministry of Textiles, Government of India, under the PowerTex India scheme for the powerloom sector. The purpose of the Solar Energy Scheme for Powerlooms is to provide financial assistance / capital subsidy to small powerloom units for installing solar photovoltaic plants to help overcome power cuts, reduce energy cost, and promote sustainable/renewable energy usage in the decentralised powerloom sector. Your unit, if engaged in powerloom weaving and meeting eligibility criteria, can benefit by installing a solar plant and availing subsidy under this scheme.
Key Features
- Capital subsidy for installation of SPV plants for powerloom units: The scheme provides a subsidy to help powerloom units install solar plants so that the electricity supply becomes more reliable and cost of energy is reduced.
- Support for both On-Grid and Off-Grid systems: On-Grid systems are eligible where grid supply is stable but cost is high; Off-Grid systems are for places with power shortage/unscheduled cuts.
- Subsidy rate varies by category and capacity linked to number of looms: The subsidy percentage is higher for SC/ST category units; the maximum cost of equipment and subsidy amount is specified per solar capacity linked to number of looms .
- Eligibility requirement of minimum number of looms and rooftop/site area free of shade: For example, units with at least 8 looms were mentioned as eligible; the unit must have a shade-free rooftop or area to install the solar plant.
- Online registration and application via iPowerTex portal: The scheme is listed on the iPowerTex portal, where applicants register, fill forms and track status.

Eligibility Criteria
Who can apply:
- Powerloom units that have a valid powerloom permit / acknowledgement issued by the Regional Office of the Textile Commissioner.
- Units having up to 8 looms (for the scheme’s subsidy slab) are eligible.
- Units should have a shade-free rooftop/area suitable for installation of solar PV plant.
Who cannot apply:
- Units without valid registration/permit under the powerloom sector or those beyond the specified loom count in the scheme’s slab may not be eligible.
- Units installing only individual components are not eligible: subsidy is for full plant installation.
- Projects where the rooftop/site is not suitable or where structural/permission hurdles exist without remedy.
Documents Required
- Powerloom permit / acknowledgment certificate from Textile Commissioner’s Regional Office.
- Udyam/MSME registration and unit details .
- Roof/site suitability certificate .
- Quotation / BOQ for the solar PV plant including cost of panels, inverters, battery etc.
- Application forms submitted via portal.
- Bank account details of the unit for subsidy remittance.
- If category SC/ST: valid caste certificate.

Option 2: Government Process via PowerTex/Office of Textile Commissioner
- Visit the PowerTex India portal or the i-PowerTex web portal and identify the “Solar Energy Scheme for Powerlooms” component
- Register your unit on the portal, fill Annexure-IA / Format-IA application for the scheme.
- Upload requisite documents .
- On approval of the application proceed to install the solar plant.
- After completion and commissioning, submit proof of installation, invoice and utilisation certificate for subsidy release.
- Track application status on the portal until subsidy is disbursed.
Option 3: Via Bank / Financing Assist
If you are availing bank finance or term loan for the solar plant, coordinate with your bank and the scheme portal so that subsidy is factored in your cost structure and you meet scheme compliance.
