Support for entrepreneurial and managerial development of msme through incubators
This scheme is run by the Ministry of Micro, Small & Medium Enterprises , Government of India, and the scheme is available for MSMEs in Gujarat via approved incubators under the scheme titled “Support for Entrepreneurial & Managerial Development of SMEs through Incubators”. The purpose of the scheme is to nurture innovative business ideas and support early-stage ventures by providing incubation, mentoring, managerial and entrepreneurial training, facilities and seed funding. The benefit for your MSME/startup is that you can access a recognised incubator, receive support services, mentorship and possible financial assistance to convert your idea into a viable business.
Key Features
- Establishment and support of Business Incubators within host institutions – The scheme finances setting up incubators which provide infrastructure & services to start-ups.
- Incubation of early-stage innovative ideas by MSMEs/startups – The incubators undertake incubation of promising ideas/units and support the entrepreneur with managerial, business and technical assistance.
- Financial assistance per idea/unit under incubation – The scheme provides funding support (for example up to ₹ 6.25 lakh per idea) to ideas matured through incubation under the scheme.
- Public-Private Partnership mode, host institute contribution – The scheme encourages host institutes to partner with private/industry for incubation services and mandates certain cost sharing.
- Coverage of managerial & entrepreneurial development, not just technical or product development – The scheme emphasises business planning, market linkage, mentoring, management training besides product/process innovation.

Eligibility Criteria
Who Can Apply:
- Recognized business incubators, host institutions established in India and approved under the scheme.
- MSME start‐ups and entrepreneurs with innovative ideas, seeking support for commercialization.
Who Cannot Apply:
- Entities not recognised as an incubator or not approved under the scheme.
- Start-ups that have passed beyond the “early‐stage incubation” phase .
- Firms outside the definition of MSME or not aligned with scheme’s purpose may not be eligible.
Documents Required
- For Incubator: registration certificate, infrastructure details, host institution status, business plan for incubation centre.
- For Entrepreneur/Start-up: business idea/plan, details of innovation, founder details, MSME registration , cost estimate of project.
- Agreement of incubator with start-up, mentoring plan, cost breakup.
- Bank details, audited accounts , declaration of compliance with scheme conditions.
- Any technology/business validation report
