Uttarakhand Startup Policy – 2023 is a Government of Uttarakhand policy implemented through the Department of MSME / Directorate of Industries, notified on 1st March 2023, and valid for a period of 5 years.
The policy aims to create a strong ecosystem for innovation, entrepreneurship, and startup growth in the state by providing financial incentives, incubation support, mentoring, and ease of doing business. For you as a startup or MSME, this policy helps you convert ideas into scalable businesses with funding support, infrastructure, and market access.

- Startup ecosystem development: The policy focuses on building a complete ecosystem including incubators, mentors, investors, and institutions.
- Inclusive startup support: Special incentives are provided for women entrepreneurs, SC/ST founders, student startups, and rural innovation-based ventures.

Eligibility Criteria
- Must be a legal entity (Company / LLP / Partnership) registered in India
- Must have registered office in Uttarakhand
- Startup age must be within 10 years
- Turnover must be less than ₹100 crore
- Must be working on innovation, product, or scalable business model
- Must be recognised by Startup India or Uttarakhand Startup Council
Additional conditions:
- At least 70% employees should be from Uttarakhand (during recognition period)
Non-eligibility conditions:
- Businesses formed by splitting/reconstruction of existing units
- Non-innovative or non-scalable business models
