West Bengal Incentive Scheme for Approved Industrial Park (SAIP) - Incentive for Common Effluent Treatment Plant (CETP) is a Government of West Bengal incentive implemented through the Department of Micro, Small & Medium Enterprises and Textiles, notified under the SAIP Scheme 2020 and amended on 20 September 2021, with a validity of 5 years from notification.
The scheme aims to promote environmentally sustainable industrial park development by supporting installation of Common Effluent Treatment Plants (CETP). For you as an MSME developer or SPV, this incentive reduces the cost of pollution control infrastructure and ensures compliance with environmental norms.

Eligibility Criteria
- Must be a Special Purpose Vehicle (SPV)
- SPV must be registered under Companies Act / LLP / Society / Partnership
- Must develop an Approved Industrial Park (AIP)
- Must install CETP for industrial park
- Must obtain prior approval for CETP feasibility and requirement
- Project must be approved by State Level Empowered Committee (SLEC)
Additional conditions:
- CETP must be part of approved project plan
- Proper vendor selection and cost approval required
Non-eligibility conditions:
- Projects without CETP requirement
- Installation without prior approval
- Non-compliance with environmental norms
