Wind Resource Assessment in Uncovered/New Areas under NCEF Scheme
Key Features
- Installation of up to 500 wind-monitoring stations (WMS) at 100 m hub height across uncovered/new areas.
- Support is in the form of reimbursement: the scheme covers 40% of total project cost from NCEF via C-WET; the balance 60% is to be borne jointly by the State Nodal Agency (SNA) and the private developer.
- The scheme is for a limited operational period: up to two years from date of first sanction (which can be extended if required).
- Site selection criteria: Only areas/talukas where no wind-resource assessment (WRA) had been done earlier (or minimal) are eligible; some areas already measured are excluded.
- Implementation: Private developers or SNAs submit proposals to their SNA, SNA forwards to C-WET, C-WET sanctions WMS sites in lots (first ~100, then subsequent).
- Data ownership and usage: After data collection & verification, developers/SNAs get exclusive data-ownership for 3 years (subject to conditions) for developing wind farms; after that data may revert to government.

- Identify uncovered or low-data wind locations requiring assessment.
- Prepare a proposal specifying mast sites, technical needs and expected outcomes.
- Submit the proposal to NIWE or MNRE under the NCEF-supported framework.
- Undergo technical evaluation and site feasibility checks.
- Upon approval, wind masts are installed and monitored by NIWE or authorised agencies.
- Data is collected, verified and published in national wind resource reports.
