Maharashtra Logistics Policy 2024
The Maharashtra Logistics Policy 2024 is implemented by the Government of Maharashtra through the Industries Department (via its facilitation arm Maharashtra Industry, Trade & Investment Facilitation Ltd (MAITRI)). The purpose of the policy is to transform Maharashtra into a world-class logistics hub by developing dedicated logistics infrastructure, reducing logistics cost and time, strengthening multi-modal connectivity, and promoting green, technology-driven logistics systems. Key Features
- Development of >10,000 acres of dedicated logistics infrastructure: The policy sets the target of earmarking around 10,000 + acres of land across the state for logistics parks, nodes and hubs. This gives your MSME potential access to ready-infrastructure in strategic locations.
- Creation of hub-network: The policy mandates establishing 25 District Nodes (100 + acres each), 5 Regional Hubs (~300 acres each), 5 State Hubs (~500 acres each), 1 National Hub (~1,500 acres), and 1 International Hub (~2,000 acres) to ensure coverage across the state. For you this means closer-to-market logistics capability and fewer bottlenecks.
- Reducing logistics cost & time: The policy aims to reduce the current logistics cost (~14-15% of GDP) by around 4-5% and also shorten lead times via better network and processes. That means your input/output cost and time can improve if you leverage these facilities.
- Green & sustainable logistics practices: The policy emphasises lower carbon footprint, green logistics parks, support for electric cargo vehicles, 24×7 operations with safety norms. For your business, that means potential benefits if you adopt eco-logistics.

- Incentives for logistics park developers and units: The policy offers capital subsidies (for first 100 parks), land/FSI/height concessions, industrial rate power supply, stamp duty exemption, etc. If you plan to set up a logistics unit or park, you can tap these.
- Ease of doing business: Logistics units investing above specified threshold will get relaxations (no prior approval for some green/white category units), single window clearance via MAITRI. This helps you launch faster.
- Integrated Logistics Master Plan & multimodal connectivity: The policy is to align land, road, rail, port, air logistics into one network under the “Integrated Logistics Master Plan”. This means your supply chain can be more efficient across modes.

Eligibility Criteria
Who Can Apply:
- Entities incorporated in Maharashtra (Proprietary, Partnership, LLP, Company, Cooperative, Trust etc) engaged in logistics parks, multi‐modal logistic parks (MMLPs), truck terminus, warehousing, cold-chain, CFS/ICD, value‐added logistics services.
- Developers of logistics parks meeting minimum land/area thresholds (for example, multi‐storey logistic parks in urban areas with minimum investment of ₹ 5 crore and built‐up area of 20,000 sq ft) under the policy.
Who Cannot Apply:
- Entities or units outside Maharashtra.
- Projects that do not meet the policy’s minimum area/investment criteria or fail to fulfil logistic infrastructure or connectivity requirements.
- Projects not aligned with logistic value‐chain (pure trading without logistic infrastructure) may not qualify for full benefits.
Documents Required
- Entity registration (Company/LLP/Trust etc).
- Detailed Project Report (DPR) covering land/lease, fixed capital investment, area built, connectivity plan, job creation, sustainability plan.
- Land ownership or lease/permission documents.
- Minimum investment proof (if applicable) and built‐up area/surface area proof.
- Green credentials: plan for solar, electric fleet, recycling, waste management (if claiming green incentives).
- Bank account, GST/PAN registration, KYC of promoters.
- Employment plan & training scheme (if applicable).
- For logistics park: site layout, connectivity (road/rail/sea/air) plan.
- Any additional relief/incentive claim forms (stamp duty/interest subsidy/FSI premium etc).

Option 2: Government Process
- Visit the MAITRI portal and select the “Maharashtra Logistics Policy 2024 – Application” section.
- Fill in the online application form for the specific incentive (logistic park, independent unit).
- Attach required documents (DPR, investment proof, land/lease, connectivity plan, green credentials).
- Submit the application; the nodal authority reviews and issues sanction letter.
- After project commissioning, submit claim for benefit disbursement as per policy guidelines.
Option 3: Offline Submission
