Key Features
- Interest-free and collateral-free loans: The scheme provides loans without charging interest, and without asking for collateral or third-party guarantees. This helps young entrepreneurs start ventures even if they lack financial backing.
- Project financing up to ₹5 lakh in Phase-1: Phase-1 covers small business ideas and micro-ventures with funding up to ₹5 lakh at zero interest. This is ideal for starting small manufacturing units, service centres, shop setups, or craft-based enterprises.
- Phase-2 funding up to ₹10–₹20 lakh: Entrepreneurs who successfully run and repay Phase-1 loans become eligible for expansion funding. This helps businesses scale operations, purchase equipment, or expand product lines.
- Margin-money support: The scheme offers government subsidy in the form of margin-money assistance so that the entrepreneur’s own capital requirement reduces.
- Age and education criteria favour youth: The scheme focuses on youth aged 21–40 years with a minimum education level of Class 8. Skilled candidates receive priority.
- Covers wide business sectors: It supports MSME-friendly activities such as manufacturing, service delivery, trading, handicrafts, and rural or traditional livelihood enterprises.
- Long-term target: With a target of 1 lakh entrepreneurs annually, Uttar Pradesh aims to create nearly 10 lakh youth-led enterprises over 10 years.

Eligibility Criteria
Who can apply:
- Must be a resident of Uttar Pradesh
- Age 21 to 40 years
- Minimum education: Class 8 pass
- Must propose a new micro or small enterprise
- Must have a viable project report
- Skill-training certificate (from ITI/PMKVY/State Skill Mission etc.) is preferred
- Must have a clean financial record (no loan default)
Who cannot apply:
- Applicants above 40 years (strict age criteria)
- Individuals already receiving major capital subsidies under another similar startup/entrepreneurship scheme
- Existing medium-scale enterprises (scheme meant only for micro & small units)
- Non-residents of Uttar Pradesh

- Caste certificate (if applying under reserved categories)
- Domicile certificate of Uttar Pradesh

Option 2: Apply Through the Official UP Government Portal
- Visit the UP government’s entrepreneurship portal or youth services portal (as notified).
- Register using Aadhaar, mobile, and email ID.
- Fill in the CM-YUVA online application form.
- Upload documents: project report, KYC, business details.
- Attend training/assessment (if scheduled).
- Application is forwarded to district authorities and banks for processing.
- Final approval is issued digitally or through district-level committees.
Option 3: Apply Through District Industries Centre (DIC)
- Visit the District Industries Centre in your district.
- Collect and fill the CM-YUVA application form.
- Submit physical documents and project details.
- DIC verifies and forwards the application to training partners and banks.
- Bank sanctions the loan, and the applicant receives support for onboarding.
