The “Reimbursement of Stamp Duty & Registration Charges” scheme is administered by the Government of Tamil Nadu, through the Department of Industries & Commerce / MSME wing. It is part of the state’s MSME Policy 2021 and supports an incentive framework. The scheme was introduced to encourage new micro and small manufacturing enterprises in declared backward industrial blocks of Tamil Nadu to acquire industrial land by reducing the effective cost of land purchase via reimbursement of part of the stamp duty and registration charges. Key Features
- 50% reimbursement of stamp duty & registration charges: The scheme reimburses half (50%) of the actual amount you pay as stamp duty and registration charges when you register land (for industrial use) in eligible backward blocks. This significantly lowers the cost of acquiring the land and improves your initial investment economics.
- Applicable only for new micro & small enterprises in declared backward blocks: The benefit is targeted at micro and small manufacturing enterprises, and only if they are set up in industrially backward/de-notified blocks. This encourages setting up units in less-developed areas thereby promoting balanced regional industrial growth.
- Land purchase for industrial use: The land for which reimbursement is claimed must be for industrial usage (manufacturing operations) not purely for office or administration or non-industrial purposes. This ensures the scheme supports productive asset creation.
- One-time benefit at the time of land acquisition/registration: This is not a recurring reimbursement; it is claimed once when the stamp duty & registration charges are incurred for registering the industrial land. You as an MSME must apply soon after registration to benefit.
- Integration via online portal / single-window: Applications and disbursement of the incentive are managed through the State’s MSME online incentives portal (“Know Your Eligibility” page lists this benefit) which helps streamline the process and make it transparent.

Who can apply:
- New micro and small manufacturing enterprises (MSMEs) set up in the State of Tamil Nadu in the manufacturing sector, located in declared backward blocks.
- Enterprises that purchase land for industrial use and have paid registration & stamp duty charges to the Registration Department.
- Application submitted within the policy-prescribed period (e.g., six months from date of commercial production).
Who cannot apply:
- Units outside the State of Tamil Nadu or not in the manufacturing sector (if service units excluded).
- Enterprises not located in the notified backward blocks or which purchase land for non-industrial use.
- Units that have availed similar subsidy/incentive for same purpose from any other scheme or authority (if specified).
- Enterprises applying after the stipulated timeline for claim or not meeting documentation/verification requirements.
Documents Required
- MSME registration certificate (UDYAM/MSME) of the enterprise.
- Land sale deed or purchase document for industrial land.
- Proof of payment of stamp duty & registration charges (receipt/challan).
- Location proof: unit address in backward notified block.
- Declaration/undertaking that the land is for industrial use and unit is new manufacturing unit.
- Bank account details of the enterprise for reimbursement.
- Other scheme-specific forms as required by the District/State nodal office.

Option 2: Government Portal / Online Application
- Visit the official Tamil Nadu MSME/Single Window Portal (e.g., “MSME Tamil Nadu” portal).
- Register or login your enterprise details (MSME registration, unit address, etc.).
