The Uttar Pradesh Electronics Manufacturing Policy 2020 is a policy of the Government of Uttar Pradesh, launched to establish the state as a major electronics manufacturing destination.The policy supports investments, infrastructure, job creation and the value-chain for electronics system design & manufacturing (ESDM). One of its incentives is the Skill Development and Other Assistance for ESDM units which helps in training, apprenticeships and aligning workforce skills with the electronics industry’s needs in UP.
Key Features
- Reimbursement of stipend under apprenticeship assistance scheme: This feature means that if an ESDM (Electronics System Design & Manufacturing) unit in Uttar Pradesh takes apprentices or trainees under the state’s apprenticeship assistance scheme, the unit can receive reimbursement for the stipend paid to those trainees. This reduces the cost burden of training fresh workforce and encourages active skill-absorption in the sector.
- UP Skill Development Mission alignment: The policy directs that the UP Skill Development Mission be aligned specifically with the skill-requirements of the electronics manufacturing industry. This ensures that training programmes, curricula and infrastructure match what ESDM companies need, helping both the industry and trainees.
- Augmentation with MeitY budget: The scheme specifies that skill development in the ESDM sector will be augmented using funding allocated by the central Ministry of Electronics & Information Technology (MeitY). This means that units may benefit from combined state and central support for electronics-specific skills.
- 24×7 operations and women employment in all shifts: As an encouragement for modern shifts and inclusive workforce, the policy allows units to operate round the clock and specifically supports employment of women in all three shifts. This gives flexibility to units and helps harness broader talent availability in women employees.

Eligibility Criteria
Who Can Apply:
- New ESDM units (electronics system design & manufacturing) setting up in Uttar Pradesh under the Electronics Manufacturing Policy 2020. uplc.up.gov.in+1
- Units that are registered with the policy nodal agency and have commenced investment or operations as per policy rules.
- Units which engage apprentices under the State Government’s apprenticeship assistance scheme and incur stipend payments.
Who Cannot Apply:
- Units located outside Uttar Pradesh or not covered under the Electronics Manufacturing Policy 2020.
- Units that do not hire apprentices or pay stipend under the recognised scheme.
- Units that fail to align with the UP Skill Development Mission for required skill-sets, or do not commence operations within policy time-limits.

Option 2: Government Process via Nodal Agency
- Identify the unit as an eligible ESDM unit in Uttar Pradesh under UP-EMMP 2020.
- Approach the nominated Nodal Agency under the Department of IT & Electronics, Govt. of Uttar Pradesh.
- Submit an application for reimbursement of the stipend (for apprenticeship training) along with proof of training, number of apprentices, duration, etc., as per policy.
- Provide documentary evidence of alignment with UP Skill Development Mission, training plan, and linkages with skill by electronics industry.
- After scrutiny and approval by the Policy Implementation Unit (PIU) and Empowered Committee (if required), reimbursement is processed.
- Units should follow the terms of the policy, monitor progress and ensure continued compliance for the benefits to be disbursed.
