Mukhyamantri Yuva Swarozgar Yojana
Mukhyamantri Yuva Udyami Vikas Abhiyan is a flagship scheme of the Government of Uttar Pradesh, launched in March 2024 to promote youth entrepreneurship across the state. The scheme is designed for a 10-year period with the goal of supporting 1 lakh youth entrepreneurs every year. It aims to provide interest-free, collateral-free financial support to young individuals who want to start micro or small enterprises in manufacturing, services, trade, handicrafts, or other MSME sectors. For first-time youth entrepreneurs, the scheme reduces the cost of starting a business, improves credit access, and encourages self-employment instead of job-seeking.
Key Features
- Loans up to ₹25 lakh/₹10 lakh: Under the scheme you can get bank-linked loan for setting up a unit – for manufacturing (industry) up to ₹25 lakh and for service sector up to ₹10 lakh.
- Margin money/subsidy by state: The state government provides margin support (e.g., up to 25 % of project cost in certain cases) and subsidies for special categories. For example, general category may need to bring 10 % margin money, while SC/ST/OBC/women may bring only 5 %.
- Age & educational eligibility: To apply you must be a resident of Uttar Pradesh, aged between 18 to 40 years, and at least a high school pass (though some sources say 10th pass).
- Single-window portal & computerisation: The scheme is managed via a portal launched to enable online application, monitoring, disposal through single-window.
- Priority/subsidies for SC/ST/OBC, women, persons with disability: Special categories get higher subsidy rates or lower margin money. For example, SC/ST/OBC/women/differently-abled receive margin 5% instead of 10% and subsidy rate of say 25% instead of 15%.
- Bank-linked financing, sometimes collateral-free for smaller cost: Some sources mention that projects costing less than say ₹4 lakh may be considered without collateral security.

Who Can Apply:
- Permanent resident of Uttar Pradesh.
- Age between 18 to 40 years.
- Minimum educational qualification: passing high school (or equivalent).
- Applicant should not be a defaulter of any bank/financial institution.
- Should be unemployed (or not in full-employment) and not availing conflicting scheme benefits (as per guidelines).
- The business proposal must be viable; for service/industrial sectors as per scheme norms.
Who Cannot Apply:
- Persons above age 40 (unless exceptions stated).
- Non-residents of Uttar Pradesh.
- Applicants with past default history in banks/financial institutions.
- Applicants already availing identical scheme subsidy/finance under other overlapping scheme (if policy disallows).
- Those without the minimum educational qualification (High School).
- Probably not for already established large enterprises (scheme focuses on youth start-ups/self-employment) - check district-level rules.

Option 2: Direct Application via State Portal
- Visit the official portal for the scheme (via the state MSME / Industries website).
- Register/Login as a new applicant, fill in the online application form with personal, business & investment details.
- Upload required documents and submit the project/business plan for approval.
- District-level/DIC and bank approval: Application forwarded to District Task Force/Bank for sanction of bank loan sanctioned under the scheme.
- On approval, bank disburses the loan and state releases margin-money/subsidy as per scheme norms.
- After enterprise starts, beneficiary must comply with monitoring/periodic reporting as required.
Option 3: Through District Industries Centre (DIC) / MSME Office
- Approach your district’s DIC or MSME cell for initial counselling and scheme briefing.
- Prepare project report/business plan in consultation with DIC counsellor.
- Submit application (online or offline) via DIC portal or bank link as per your district.
- Follow through the approval, sanction and disbursement steps via DIC guidance.
