Uttar pradesh startup Policy 2020-Event participation
The Uttar Pradesh Startup Policy 2020, launched by the Department of IT & Electronics, Government of Uttar Pradesh and administered via the nodal agency Uttar Pradesh Electronics Corporation Ltd. (UPLC), and it aims to build a vibrant startup ecosystem in Uttar Pradesh. One of the fiscal incentives under this policy is Event Participation Support, which reimburses startups for participation in national and international events, thereby helping them gain exposure, network, and market access.
Key Features
- Reimbursement up to ₹ 50,000 for national events: If your startup (incorporated in UP and registered under the Startup India programme) participates in a recognised national-level conference/exhibition/competition, you can claim reimbursement of up to ₹ 50,000 of the expenses incurred (travel, registration, stall, etc).
- Reimbursement up to ₹ 1,00,000 for international events: For participation in international events (overseas or international fairs/conferences) the reimbursement cap is higher at ₹ 1,00,000. This gives you a stronger incentive to take your startup onto the global stage.
- Applicable to UP-incorporated, GOI-registered startups without mandatory incubation: The policy clarifies that even if you are not incubated through a GoUP-recognised incubator, you are still eligible for this event participation reimbursement, as long as you satisfy the criteria of being GOI-registered and incorporated in Uttar Pradesh.
- Additional 50% incentive for special categories: If your startup has a woman/transgender/divyangjan co-founder with more than 26% equity, or you are based in Purvanchal/Bundelkhand or you belong to EWS category, you may be eligible for an extra 50% over the base reimbursement under this incentive. This makes the benefit more inclusive.

Who Can Apply:
- Startups incorporated in the state of Uttar Pradesh, and registered under the Government of India’s Startup India programme.
- The startup must be preparing to participate or have participated in a national or international event (conference, expo, trade fair, workshop) relevant to their business.
- The claim must include evidence of event participation (registration, invitation, payment, travel/booth cost etc.) as per guidelines of the policy.
Who Cannot Apply:
- Startups not incorporated in Uttar Pradesh.
- Startups that are not registered with Startup India.
- Participation claims where event costs are covered by another similar government scheme or duplication of claims.
- Startups whose participation is not verifiable or does not meet the policy’s timeframe or event-eligibility criteria.
Documents Required
- Certificate of Incorporation of the startup (registered in UP).
- Startup India registration certificate.
- Proof of event invitation or registration (national or international).
- Receipts/invoices for event participation: booth space, registration fees, travel/accommodation (if applicable).
- Exhibit of participation: e.g., photographs, badge, certificate of participation.
- Bank account and GST/PAN details of the startup.

Option 2: Apply via UP Startup Portal
- Visit the official portal for Startups in Uttar Pradesh (StartInUP).
- Log in/register as a startup (incorporated in UP and Startup India-registered).
- Navigate to the “Incentives” section → “Event Participation Support”.
- Fill out the online application, attach required documents: event registration/invitation, proof of participation, cost receipts, travel and accommodation invoices (if applicable).
- Submit and await verification by the Policy Implementation Unit (PIU) or Nodal Agency.
Option 3: Apply via Incubator / Startup Nodal Agency
- If your startup is associated with a recognised incubator in UP, you may apply via the incubator’s portal or with their assistance.
- The incubator forwards your claim to the PIU.
- After approval, reimbursement is credited directly into the startup’s bank account.
